Description Kelly Financial Resources is seeking a Staff Accountant for one of our top clients. This is a fantastic opportunity to join a local town government. If chosen for the position, you would primarily be responsible for a functional, operational accounting role – accounts payable, receivable, general ledger and month end duties are under your jurisdiction.

**General Definition of Work:**

Performs difficult professional work preparing journal entries, conducting monthly accounting system closings, preparing financial reports, ensuring adherence to internal controls and best practices, and related work as apparent or assigned. Work is performed under the limited supervision of the Finance Director.

**Essential Functions**


+ Prepares and processes routine and non-routine journal entries and reconciliations, including budget amendments and transfers.
+ Maintains monthly or quarterly reconciliation of various balance sheet accounts, revenue and expenditure accounts.
+ Maintains current and accurate general ledger; analyzes accounts for the nature and accuracy of transactions.
+ Performs month-end and annual accounting system closings; reviews monthly trial balance and balance sheet; prepares payroll and government accounting reports; distributes monthly departmental reports.
+ Assists with annual audit; prepares various financial schedules, notes and statements for Comprehensive Annual Financial Report.
+ Reconciles various bank accounts to general ledger and billing for various Town services and fees; reconciles fleet maintenance inventory records with general ledger and performs physical inventory audits.
+ Serves as accounting system administrator; performs system implementations and up-grades; reviews work practices and recommends best practices; troubleshoots system administration issues with vendor or internal technology staff; performs month-end closes, year-end closes, user account administration, and oversees establishment of various modules within the financial system.
+ Deals with the more complex and technical issues related to financial transactions; verifies data for accuracy.
+ Reviews and makes recommendation to Finance Director on implementation of internal controls and best practices.
+ Manages fixed asset records including reporting, inventory, purchase, disposal, depreciation, intangibles, etc. utilizing accounting software; ensures compliance with GASB requirements.
+ Researches accounting pronouncements and develops plan for implementation.
+ Monitors positive pay exceptions and prepares files.
+ Enters, reconciles, and posts daily tax revenues from the County; monthly sales tax revenues and quarterly intergovernmental revenues; collects and enters Down Home Loan payments.
+ Completes sales and use tax filings; completes annual application for refund of sales taxes paid.
+ Primary backup staff person for electronic payroll processing; and verifies payroll processed data for accuracy prior to submission to ACH Clearinghouse.
+ Assists with various finance related projects as assigned.
**Knowledge, Skills and Abilities**

Thorough knowledge of the principles and practices of accounting as applied to municipal government; thorough knowledge of modern office practices and use of standard office and accounting equipment; thorough knowledge of audit practices; ability to prepare complex financial reports; ability to analyze and evaluate complex financial systems; ability to communicate technical ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates.

**Education and Experience**

Bachelor's degree with coursework in accounting, or related field and 3 to 5 years experience with general ledger management, control and maintenance; public financial management; governmental accounting and auditing, including accounts payable, accounts receivable, payroll, revenue and expenses, or equivalent combination of education and experience.
