**Job Description:**

We are searching for an experienced individual who can work as a business analyst with Value Based Medicines (VBM) Multiple Sclerosis Partners Advancing Technology Health Solutions (MS PATHS) program on developing and operationalizing the Learning Health System (LHS). We need someone who operates independently, can take initiative to drive the objectives forward, which are focused on adding value to the operations and deliverables of the MS PATHS data within the Learning Health System. The person in this role will work all year with the LHS team on continuing to develop and operationalize the Learning Health System of MS PATHS. There are 3 major areas we expect the BA to focus on:

1. Analyze the MS PATHS data flow – the pipes, data streams from source to target. The expectation is that there will be a review of the source to target data flow that this person will lead working together with Accenture, LHS and VBM teams:

1. Document the processes.

2. Identify areas of weakness that might need to be addressed.

3. Develop recommendations for streamlining operations.

4. Help drive execution and test recommended improvements.

5. Develop operational dashboards to provide visibility into the work that can be used as operational updates, highlighting: work in the backlog, bugs and projects.
2. MS PATHS Research Portal – working together with portal developers, user experience engineer and the different stakeholders to understand the data requirements of the public portal, and with the engineers on a plan to deliver the functions to the portal.
3. Other areas of LHS expansion work as needed.

+ Process analysis – ability to facilitate conversations and document the end-to-end (E2E) data flow for each data type using clear process flow diagrams and succinct text.
+ Develop recommendations on how to improve operations, with specific actions and recommendations on supporting resources.
+ Talent for gathering requirements from stakeholders and collaboration with cross-functional groups.
+ Ability to gain consensus on issues when there are conflicting points of view.
+ Proven attention to detail and ability to analyze requirements.
+ Ability to lead teams through various options, use cases, and/or scenarios to come up with the best solution, and potentially a phased approach, for earlier wins.
+ Knowledge of data and health information or projects involving health care informatics, interfaces and data types. E.g. EMR HL7, DICOM, RIS, biobanking, and device/JSON/XML files. Or comfort with new data types, and ability to work on project that is based on these data types.
+ Project Management, especially working on a team in 2-week sprints, i.e. familiarity with Agile Scrum processes.
+ Experience working with outside vendors on implementations of software.
+ Experience conducting User Acceptance Testing.
+ Takes the initiative/lead during conversations and does not wait to be asked to do something.
+ Collaborative attitude to work with VBM and Accenture as a partner, so that data isn’t thrown over the wall, but successfully managed from source to target.
+ Strong analytic capability to diagnose problems and develop solutions.
+ Technical acumen to be able to work with the data and engineering team on troubleshooting data flow issues, and designing solutions, and more importantly, operational procedures to correct the problems. Experience with Amazon Web Services (AWS) and writing simple SQL queries a bonus.
+ 3-5 years’ experience with Biotech/Pharma or in health care informatics.
