1.1 The primary role of the Division Engineering Owner's Representative is to be the authorized representative between The Client Chemical Company and a construction contractor. The Client Chemical Construction Contract identifies the Owner's Representative as being the person authorized by Client to act in a representative capacity in matters covered by the contract. To satisfy this role, the Owner's Representative must be fair and consistent with the contractor, determine that the contractor has met the criteria established in the drawings and specifications, and provide construction expertise to the project team members. The result of these efforts is to insure a safe project while maintaining cost effectiveness, quality, and schedule.


1.2 The following statements identify the primary responsibilities of the Owner's Representative necessary to accomplish the above role. However, these may be modified for specific project requirements, as dictated


by the type and size of the project, as well as the role of the other Client project team members.


2.0 RESPONSIBILITIES PRIOR TO AWARD OF THE CONSTRUCTION CONTRACT


2.1 Review Engineering drawings and specifications from the start of the project, providing information (eg. constructability, identification of incompleteness and/or inaccurate data, etc.) back to the engineer.


2.2 Provide construction input, including advice on project scope, safety, plant layout, contract strategy, construction sequencing and timing, and site conditions or problems, to the project team.


2.3 Develop and maintain knowledge of the latest construction tools and technology in order to enhance the Owner's Representative's expertise.


2.4 Provide estimating assistance to the project team.


2.5 Provide input for contractor selection.


2.6 Provide leadership in development of construction schedules for the project team.


2.7 Attend the site visit, providing input (eg. Information about the site access and space, utilities and services, and other contractors on the jobsite, etc.) to the attendees.


2.8 Attend the bid opening meeting, assisting in the evaluation of the bids.


3.0 RESPONSIBILITIES AFTER AWARD OF THE CONSTRUCTION CONTRACT


3.1 Set up and conduct the Prejob Safety Meeting. Fill out and distribute the minutes.


3.2 Monitor the contractor's safety performance and work practices, investigating accidents/incidents and distributing reports as appropriate. Encourage the contractor's awareness, involvement, and recognition in


the jobsite safety program.


3.3 Assure compliance with CLIENT Chemical Rules and Procedures for Contractors (Blue Book) for the purpose of promoting an orderly, safe, and productive jobsite.


3.4 Coordinate the issuance of required work permits (eg. Daily Work Permits, Street Blockage, underground drawings, etc.)


3.5 Effectively plan, administer, and authorize contractor overtime using proper contractor overtime procedures.


3.6 Obtain/coordinate utility hookups and placement permits for the contractor's facilities and work site.


3.7 Coordinate Client services (eg. surveying, inspection, Contractor Safety, Industrial Hygiene, Welding Engineering, etc.) as required for the contract.


3.8 Set up a system for site marshalling (control and distribution) of Client furnished material and equipment.


3.9 Issue all official directions to the contractor. All communications affecting the terms of the contract must be conducted with the knowledge of the Owner's Representative.


3.10 Issue Construction Orders as required.


- for changes to the drawings or specification


- for changes to the contract cost or schedule


- to provide directions to the contractor


- for correspondence between Client and the contractor


- for final acceptance


3.11 Review and approve contractor Time & Material sheets.


3.12 Monitor contract activities. Conduct periodic progress meetings with the contractor and the Client team members and issue construction status reports as required for the project.


3.13 Assist the contractor in detailed scheduling of critical work as required by the contract to eliminate potential roadblocks.


3.14 Coordinate multiple construction contracts on a given project.


3.15 Work to equitably resolve disputes between the contractor and the project team.


3.16 Inspect and/or coordinate the inspection of the contractor's work.


3.17 Maintain a job file including records of the contractor's progress and costs (eg. records of significant events, project cost records, etc.).


3.18 Approve contractor's invoices for payment.


3.19 Issue a Contractor Evaluation (Final Contractor Report) as required.


3.20 Close out the contract, submitting the proper documents to the Project Engineer and Purchasing for records retention.
