**Construction Manager Owners Representative**



The primary role of the Construction Manager Owner's Representative is to be the authorized representative between Client and a construction contractor. Client identifies the Owner's Representative as being the person authorized to act in a representative capacity in matters covered by the contract. To satisfy this role, the Owner's Representative must be fair and consistent with the contractor, determine that the contractor has met the criteria established in the drawings and specifications, and provide construction expertise to the project team members. The Construction Representative is a highly visible position that has overall accountability for the management and administration of capital construction contracts in the achievement of both functional goals and project success. The result of these efforts is to insure a safe project while maintaining cost effectiveness, quality, and schedule.



RESPONSIBILITIES PRIOR TO AWARD OF THE CONSTRUCTION CONTRACT




+ Review Engineering drawings and specifications from the start of the project, providing information (eg. constructability, identification of incompleteness and/or inaccurate data, etc.) back to the engineer.

+ Participate in FEL and design team meetings.

+ Provide construction input, including advice on project scope, safety, plant layout, contract strategy, construction sequencing and timing, and site conditions or problems.

+ Provide estimating assistance to the project team.

+ Provide input for contractor selection.

+ Provide leadership in development of construction schedules for the project team.

+ Attend the site visit, providing input (eg. Information about the site access and space, utilities and services, and other contractors on the jobsite, etc.) to the attendees.

+ Attend the bid opening meeting, assisting in the evaluation of the bids.





RESPONSIBILITIES AFTER AWARD OF THE CONSTRUCTION CONTRACT




+ Monitor the contractor's safety performance and work practices, investigating accidents/incidents and distributing reports as appropriate. Encourage the contractor's awareness, involvement, and recognition in jobsite safety

+ Intervene in unsafe behaviors at all levels and across all business and functional boundaries.

+ Coordinate the issuance of required work permits.

+ Coordination of any critical lifts and confined space entries (CSEs).

+ Coordinate Client services (eg. surveying, inspection, Contractor Safety, etc.) as required for the contract.

+ Set up a system for site marshalling (control and distribution) of Client furnished material and equipment.

+ Issue all official directions to the contractor. All communications affecting the terms of the contract must be conducted with the knowledge of the Owner's Representative.

+ Issue Construction Orders as required.

+ for correspondence between Client and the contractor

+ for final acceptance

+ Review and approve contractor Time & Material sheets.

+ Effectively plan, administer, and authorize contractor overtime using proper contractor overtime procedures

+ Monitor contract activities. Conduct periodic progress meetings with the contractor and the Client team members and issue construction status reports as required for the project.

+ Assist in the development of effective construction integrated schedules. Ensure that Construction schedules are met or that discrepancies are communicated timely.

+ Coordinate multiple construction contracts on a given project.

+ Work to equitably resolve disputes between the contractor and the project team.

+ Inspect and/or coordinate the inspection of the contractor's work.

+ Maintain a job file including records of the contractor's progress and costs (eg. records of significant events, project cost records, etc.).

+ Manage the turnover of completed construction systems to the Commissioning Team

+ Provide input to approval of contractor's invoices for payment.

+ Issue a Contractor Evaluation (Final Contractor Report) as required.

+ Close out the contract, submitting the proper documents to the Project Engineer and Purchasing for records retention.





QUALIFICATIONS / CRITICAL SUCCESS FACTORS




+ Having a demonstrated record of high performance with at least 10 years of direct Process Plant/ Industrial Field Construction experience.

+ A track record of success in safety, quality, contract management, and planning.

+ Strong Mechanical, Structural, Electrical and Civil experience.

+ Demonstrated use of tools and work practices to accomplish goals.

+ A strong commitment to employee involvement, team building and diversity.

+ Demonstrate effective leadership, interpersonal and communication skills and have the ability to bring a diverse group of professionals together to solve problems and achieve end results.

+ Excellent conflict resolution and negotiating skills.
