Kelly Services is hiring a Contracts and Procurement Manager.

Essential functions of the job include administering the contract by providing interpretation of the contract clauses, Federal Acquisition Regulations (FARs), Service Contract Act (SCA) and labor law; fulfilling contract obligations, negotiating contract changes and maintaining official contract files; interfacing regularly with the Air Force Contracting Officer and Contracting Officer-s Technical Representative. Ensures all tasking issued by the customer is within contractual scope and requirements; manages work authorization and assignment, coordinates overall data management and ensures contract CDRL compliance. Responsible for the contract procurement function including compliance with established procurement policy and contract FAR requirements; provides subcontract management and administration for all subcontracts, purchased service agreements, and consulting agreements. Coordinates with the Finance & Accounting group for contract required financial reporting, including monthly task cost performance and small business performance against goals.

Position requires a -hands on- manager able to personally contribute to a variety of products. Typical annual procurement efforts total $40M to $50M in value and involve over 1,000 Purchase Orders/Service Agreements. Individual is also responsible for formal contractually required small business subcontracting reporting through the Government-s Electronic Subcontract Reporting System (eSRS). Also oversees compliance with contractually required Organizational Conflict of Interest (OCI) Mitigation Plan.

GENERAL DUTIES: Reporting to the Deputy General Manager/Business Manager, manages the Contracts & Procurement function, including all aspects of contract administration and procurement. Supervises administrative support specialists and procurement personnel who are responsible for the day-today activities of assigned areas.


EDUCATION/EXPERIENCE REQUIREMENTS: BS or BA degree in a business related field and ten years of contract administration and procurement experience with five years of management or supervisory experience is required. Demonstrated experience in Government service contract administration with advanced knowledge and experience with Federal Acquisition Regulations (FAR) as well as other Government service contract requirements required. Knowledge and experience in contract change orders and associated change order proposals highly desired. Must be a hands on manager and able to support multiple procurement related projects. Must be experienced in small business subcontracting and subcontract administration. Knowledge and experience in cost accounting/financial systems required with Deltek, Costpoint experience a major plus. Construction experience is required.

OTHER REQUIREMENTS: This position requires a Secret security clearance. Candidates must be eligible to obtain and maintain a Secret security clearance. Supports ETTC operational objectives. Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement. Requires proficiency in the use of standard Microsoft Office applications including Word, Excel, and PowerPoint. Able to create and maintain fairly complex workbooks and tracking spreadsheets.

WORK ENVIRONMENT: Duties are primarily performed in an environmentally-controlled environment.

PHYSICAL DEMANDS: Must have close visual acuity and the ability to sit for long periods of time.
