We are currently seeking a Management Analyst to work onsite with the National Institutes of Health in Bethesda, MD.

**TASKS.** The contractor shall:




+ Demonstrate a high-level of competency with existing enterprise and institute-level data-bases and data analysis systems and applications to research, gather, and analyze complex data and make recommendations based on analysis.

+ Inventory capabilities and limitations of existing database systems and applications and propose solutions and enhancements that will promote quality assurance, process improvements, and data accuracy.

+ Work with staff on all phases of the budget process to include formulation, presentation and execution.

+ Assemble and analyze accurate data for presentation to senior management to make critical decisions.

+ Organize results of analyses into coherent written or graphical reports, and presentations, for use by management.

+ Allocate, monitor and evaluate expenditure of account funds on behalf of the Institute.

+ Develop and implement methods, procedures, and systems to enhance and refine the monitoring and management of Division- and Institute-supported programs and data; assist in the development of Standard Operating Procedures (SOPs).

+ Work with staff on data call requests, including data extraction, coordination, analysis, quality control, reporting, verification and presentation.

+ Conduct management reviews or audits of financial data and reports and provide appropriate summary conclusions; provide recommendations for corrective action if necessary.

+ Maintain dialogue with peers and managers to ensure timely exchange of financial information.

+ Initiate, coordinate and implement special Budget Office programs and projects.





**REQUIREMENTS.** The contractor must have:




+ Bachelors degree in a related discipline.

+ Minimum of three (3) years of related experience.

+ Proficiency with IT software applications (e.g. Microsoft Excel).

+ Proficiency with software applications and developing databases to perform data analyses.

+ Skill in querying data and applying both analytical and evaluative methods and technique.

+ Knowledge and utilization of quantitative analytical and statistical techniques.

+ Strong organizational skills and the ability to prioritize complex tasks.

+ Ability to manage and simultaneously coordinate high-priority short and long term projects.

+ Strong communications skills, both oral and written.

+ Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, and regulation or law.

+ Excellent organizational, analytical and time management skills.
