**Housing Program Coordinator Los Angeles, CA**



**Job Responsibilities:**



This part-time employment opportunity is open to professionals experienced in HUD-funded housing program administration who wish to serve within the Los Angeles County area.



First-time Homebuyer Program (FHTB):




+ Determine eligibility of interested applicants.

+ Inspect prospective units to determine eligibility and acceptability of properties selected for purchase by eligible applicants.

+ Prepare loan documents for qualified applicant of the FTHB program and prepare completed loan document file for submission for approval.

+ Prepare all closing documents and ensure proper closing of project file.

+ Ensure file completeness for filing and retention purposes.



Housing Rehabilitation Program:




+ Advises and counsels eligible property owners about requirements for obtaining low interest loans to rehabilitate dwelling units.

+ Inspects homes and dwelling units to determine rehabilitation work required and advise owners of required rehabilitation.

+ Estimates the extent and cost of rehabilitation work.

+ Oversees and/or completes the loan application process. Recommends approval or disapproval to the loan committee.

+ Oversees the loan processing including coordinating loans with lenders, public agencies, title and escrow companies, appraisers and others.

+ Prepares cost estimates and specifications for work to be performed.

+ Oversees the bid process.

+ Acts as a liaison to secure permits.

+ Monitors repair and remodel work to assure that work conforms to specifications. Recommends and approves change orders.

+ Serves as a liaison between the contractor and owner. Approves progress payments and disbursement of loan proceeds.

+ Certifies satisfactory completion of work.

+ Provides information concerning housing rehabilitation and other housing programs to the public; and conducts outreach and public informational meetings.



**Qualifications and Experience:**




+ High school diploma or GED required.

+ 3+ years experience in housing construction and affordable housing programs or related occupational field.

+ 2+ years of experience in public housing services programs and/or community development;

+ Ability to read, interpret, apply and explain rules, regulations, policies and procedures to ensure compliance with Federal, State, and local requirements and regulations.

+ Working knowledge of CDBG, HOME and other HUD-funded program objectives, goal, rules, and regulations.

+ Excellent organizational, oral, written and analytical skills are required.
