Kelly Engineering is urgently seeking an EHS Technician for exciting opportunity in Sabine, TX. The Technician in this role will focus on a major Export project.


**The role is characterized by:**


+ Working with EPC Contractor s organization, environmental consultants, and the Project Team, as necessary, to implement the projects Environmental and Regulatory plans

+ Monitor project compliance with applicable permit conditions including but not limited to the conditions described in the Compliance Register.

+ Work with EPC Contractor s organization on keeping environmental conditions and regulatory compliance in good standing, work mitigation measures for course-correction if needed.

+ Monitoring and documenting compliance with environmental permit conditions and preparing/maintaining related status reports.

+ Monitoring implementation of the project's Regulatory Compliance Assurance Program and Environmental processes, as described in the Projects Integrated SSHE Plan.

+ Steward regulatory compliance database regulatory obligations, preparation and submittals of permit applications, status stewardship.

+ Assisting the project with ERS activities, identifying/implementing appropriate/best environmental practices and lessons learned, and providing input to the Environmental Business Planning process.

+ Ensuring training records are maintained, including locations and dates, of environmental compliance training and related instructions given to all site project personnel.

+ Ensuring a schedule is maintained for the completion of all required ESR surveys and reports.

+ Interface with project execution site teams to ensure environmental, socioeconomic, and regulatory requirements/standards are properly integrated into project work plans


**TASKS AND RESPONSIBILITIES**


+ Support Environmental Inspectors, resolve field aspects Participate in Risk Assessments and other site related planning

+ Perform EPC Contractors documents review Coordinate SHES monitoring activities

+ Assess and record compliance with project SHES plans and programs

+ Conduct scheduled and unscheduled work site inspections/assessments

+ Ensure the proper identification, recording, investigation, reporting, and correction of SSHE site-related compliance initiatives, near misses and non-compliance situations

+ Provide advice related to regulatory approvals and compliance as specified by applicable laws/regulations Interface with regulatory agencies, participate in regulatory inspections

+ Oversee sampling and analysis activities related to the acquisition of environmental field samples and ensure the integrity of such samples from the time of sampling through to the time of analysis Provide initial in-the-field problem recognition/troubleshooting and oversee the implementation and monitoring of corrective or emergency actions

+ Oversee the activities of technical experts hired to undertake specific SHE S-related tasks eg. wetlands restoration

+ Receive and review/synthesize SHES performance/EMP implementation monitoring data/observations, data from analytical laboratories, and other technical information

+ Ensure the timely completion and submission of ER performance monitoring/reporting documents

+ Assist in the coordination and oversight of spill/incident and emergency response activities

+ Recommend mitigation procedures and measures controlling environmental impacts/risk, such as: controlling excess siltation, impact to wetlands, etc.

+ Monitor general worker behavior related to the projects key SHES policies and requirements

+ Participate in project worker SSHE-related and other training sessions

+ Be on call for reportable spills


**QUALIFICATIONS AND EXPERIENCE**


+ Experience with FERC, PHMSA, TCEQ, LDEQ, USACE compliance is preferred

+ BS in Environmental or Natural Sciences, Natural Resource Management or with Technical, Science, Environmental
