The Director of Policy and Employee/Labor Relations (ER/LR) develops, directs, and oversees Keck Medicines HR policies, procedures, and programs and the work of the ER/LR team and is responsible for developing and maintaining positive and productive working relationships with Keck Medicines unions.


He/She is responsible for creating and delivering the employee relations/labor relations strategy and activities. He/She develops and executes the plans needed to establish and maintain effective, efficient, and productive labor relations, administers grievance procedures including arbitrations, and assists executive and senior leaders with labor matters. He/She creates specific objectives for the function and develops budgets, policies, and procedures to support delivery.


**_Minimum Education:_**


+ Bachelors Degree in in Labor Relations, Human Resources, Business, Public Administration, or a related field required

+ Masters Degree in a related field preferred.


**_Minimum Requirements:_**


+ Experience/Knowledge: 7+ years of progressive experience in HR policy and employee/labor relations.

+ Previous experience with establishing and maintaining effective and productive relationships with labor groups.

+ Previous management experience preferred.

+ Healthcare experience strongly preferred.

+ Strong organizational and time management skills, proficient computer and project management skills.


**_Required License/Certification:_**


+ Fire and Safety Certification required.

+ If employee does not have card upon hire one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

+ SHRM Certification preferred.


**_Job Summary:_**


Accountable and responsible for developing, implementing, measuring, and managing Keck Medicine's ER and LR strategy across the full healthcare system.


Accountable and responsible for establishing, cultivating, and maintaining positive and productive long-term working relationships with the unions representing Keck Medicines employees (e.g., Local 11, NUHW & CNA).


This includes, but is not limited to:


+ Proactively developing a collaborative and consultative relationship focused on understanding and appropriately addressing employee needs

+ Developing specific strategies to work with the unions to identify and proactively put mechanisms in place to mitigate issues that, if left unaddressed, will likely turn into issues and grievances

+ Collaborating and coordinating with unions on employee outreach efforts and events (e.g., surveys, focus groups, listening sessions, etc.) to understand employee concerns with the goal of developing appropriate interventions that proactively address those concerns and strengthening transparency and trust with union representatives.

+ Leveraging learnings from union relationships and employee outreach efforts to proactively assess, develop, and implement solutions/services that address labor concerns before they become issues and/or points of contention with employees and/or the unions that represent them.

+ Utilizing knowledge of employee areas of concern and market and industry best practices to identify, develop, and implement interventions focused on issue prevention, avoidance, and mitigation.

+ Maintaining a clear understanding of employees evolving concerns and/or needs and using that information as an input to policy formulation, ER/LR actions, and union discussions.

+ Overseeing the terms and conditions of Collective Bargaining Agreements (CBAs) with the union.

+ Accountable and responsible for creating, reviewing, revising, implementing, evaluating, and maintaining Keck Medicine's HR policies in alignment with USC policies, legal and regulatory requirements, and union agreements.


Accountable for leading Policy Development & ER/LR team. This includes, but is not limited to:

Developing the strategy that links Keck Medicines business objectives back to the delivery priorities of the Policy & ER/LR team


Partnering with the ER/LR team to plan and manage all related work while identifying trends and opportunities and implementing strategies for improvement


Leads the ER/LR team resources to continuously improve performance and proactively develop interventions to mitigate/avoid potential union disputes


Inspires the ER/LR team members to ensure that they are proactively identifying potential issues and recommending and developing solutions to mitigate future issues


Ensures the ER/LR team members develop and maintain strong relations with their respective HR Business partners and client managers


Focuses the ER/LR team to understand the businesses they serve as well as building and maintaining relationships with all levels of the workforce.


Holding ER/LR team members accountable and responsible for effectively performing their job responsibilities


Cultivating and measuring a mindset within the ER/LR team that recognizes and rewards the analysis of employee concerns/issues and recommends solutions that avoid or mitigate future employee concerns and issues


Serves as the HR lead in collective bargaining sessions, arbitrations, and grievances and supports and leads contract negotiations.


Assists executives and senior leadership in understanding and implementing company policies related to performance, discipline, and related topics.


Partners with Diversity, Equity, & Inclusion lead to develop and incorporate policy changes and ER/LR practices that cross the entire Keck Medicine system and promote inclusion, equity, and diversity


Delegates employee and labor relations and policy activities, as appropriate.


Accountable for all reporting associated with HR policy and ER/LR management.


Communicates with employees regarding employee relations concerns; provides guidance and recommendations for resolution of issues.


Develops, presents, and administers departmental budget.


Performs other duties as assigned.
