Kelly Engineering is seeking an **Equipment Procurement Lead** to support our clients day-to-day execution of the work of the project procurement department and will have the lead role with respect to equipment procurement. Although the primary focus of this position will be on equipment procurement specifically, key responsibilities may include overseeing any manner of contract relating to the Project. This is a pivotal role for the Project requiring the highest organizational and communication skills as you will be interfacing with all levels of internal management, external engineering and construction management, and our suppliers.

In addition to the foregoing, the Equipment Procurement Lead role will have the following responsibilities:

+ Serve as an owners representative with respect to owners general contractors procurement department on a large-scale construction project.

+ Oversee the work of general contractors procurement team with respect to equipment and construction contracts

+ Negotiate agreements for the procurement of equipment, construction, and services in support of our $2B large-scale construction project.

+ Track and report on progress of procurement efforts from negotiation through delivery.

+ Assess contractor performance.

+ Address breach of contracts in a timely and effective manner

+ Coordinate with general contractor to ensure terms of project subcontracts and POs are fulfilled in compliance with the contract

+ Influence and involve key stakeholders (those involved in both capital project delivery and operations)

+ Leads the equipment procurement functional objectives and initiatives with a strategic mindset.

+ Monitor/track agreements to ensure agreement value is not exceeded prior to amendment

+ Collaboration and coordination with cost and scheduling to ensure agreements are within project budget and schedule

+ Ensure purchasing documents are routed for review and approvals in a timely fashion

+ Maintain updated records of orders and contracts

+ Input information to internal databases with order and contract details (dates, vendors/vendors, scope, change orders, cost categories, approvers)

+ Collaboration and coordination with Project Managers to complete required procurement documentation to ensure timely acquisition of requested items and/or services

+ Prepare and maintain key performance indicators to measure performance of the equipment procurement function

+ Maintain relationships with vendors to procure equipment and answer vendor inquiries

+ Manage purchase order workflows within the system

+ Research and establish new vendors and pricing agreements, as appropriate

+ Advise budget owners on vendor bidding and comparison, preferred vendor selection and lead contract negotiations

+ Collaborate with the Legal department to execute NDAs, MSAs, and SOWs

+ Communicate with vendors on already procured equipment and change orders

+ Evaluate offers and negotiate pricing agreements with vendors

+ Support the development and training of procurement policy and procedures including auditing for compliance

+ Establish and maintain key stakeholder relationship, understanding their needs and priorities


+ A minimum of 10 years related experience with CapEx projects in a pharmaceutical/biotech-manufacturing environment.

+ A bachelor or masters degree, preferably within business administration, supply chain management, logistics, or engineering.

**Knowledge and skill**

+ A proven track record of building strong external and internal relations based on trust

+ Understanding, experience, and/or formal training working with construction and complex equipment contracts.

+ Leadership and influence of people not directly reporting to the position.

+ Ability to keep work pace and meet deadlines. Good organizing and planning skills are a must have.

+ Demonstrated proficiency communicating and collaborating at a variety of levels with internal colleagues and external construction partners.

+ Proven success working well in a team environment with flexibility to react to changing business needs.

+ Strong leadership and communication skills. Problem solver with a focus on achievement of overall project goals.
