We are seeking a **Full Stack Web Developer** at the National Institutes of Health in **Bethesda, MD**


This is a long-term contract position which offers:

**TASKS/SERVICES** . The contractor shall:


1. Develop or utilize new or existing technology to develop dynamic web applications or software tools for bioinformatics application.

2. Develop prototypes of web-based applications using HTML, CSS, and/or web frameworks like Django

3. Assist in preparation, dissemination, and maintenance of scientific software products.

4. Transfer and transform data across different platforms or inter-change between software and integrate software and tools into a viable platform.

5. Document in-house software for training and reference purposes

6. Evaluate new analytic methods and software and adapt them if necessary.

7. Work with staff to develop, test and refine novel programming methods, toolkits, and algorithms.

8. Develop Windows scripts to create workflows; perform batch processing.

9. Serve as the application lead for applications.

10. Implement new software for data tracking and management including additions and updates to the database object model.

11. Conceive of and create data processing pipelines that allow for the efficient movement, pre-processing and display of data.

12. Provide technical experience reviewing, analyzing, and modifying existing programming systems.

13. Develop web applications to Linux servers.

14. Deploy applications to systems; manage library dependencies.

15. Collaborate with staff to develop, test, refine and apply advanced statistical and computational methods.

16. Develop decision support tools based on advanced analytic methods.

17. Test and maintain software products to ensure strong functionality and optimization.

18. Develop new technologies and core labs support for detailed and consistent data analysis/manipulation and programming support for custom built scientific applications.

19. Develop scientific applications using Java, Python, and/or other programming languages common to the research group.

20. Maintain and monitor applications, databases, or software tools.

21. Collaborate with staff to develop database application and tools for supporting bioinformatics and scientific computing research projects.

22. Maintain the labs software projects, including associated websites, documentation, code repositories, releases and improvements.

23. Maintain and follow SOPs, configuration management, upgrades and availability.

24. Develop Standard Operating Procedures (SOPs) to detail all steps and activities carried out for all aspects of the program data management.

25. Provide written technical descriptions of implemented algorithms; contribute to the publication of the labs software and research.

26. Present lab's work at scientific venues when substantively contributing to peer-reviewed publications, which would require domestic and/or foreign travel.

27. Maintain and follow SOPs, configuration management, upgrades and availability.

28. Develop Standard Operating Procedures (SOPs) to detail all steps and activities carried out for all aspects of the program data management.

29. Provide written technical descriptions of implemented algorithms; contribute to the publication of the labs software and research.

30. Design, develop and deploy software for multi-core and high-performance computing systems.

31. Implement improvements to development activities to speed development of applications, databases, or software tools.

32. Perform system design including creation of documents, object diagrams and prototypes.

33. Automate data transfer among heterogeneous computer platforms, including UNIX, Windows and Macintosh operating systems.

34. Plan, build and maintain applications to meet end users need.

35. Work with investigators to design the prototypes and implement the systems to support various in-house research projects.

36. Support cross-integration of lab-developed scientific software products and data models.

37. Prepare and review public-facing software releases e.g. via GitHub.

38. Prepare documentation and demonstration scripts to guide software end users .

39. Respond to issues raised by software users e.g. with GitHub Issue Tracker.

40. Develop new code and refine/troubleshoot existing code.

41. Troubleshoot scripts and programs to ensure successful use of said scripts and programs.

42. Document in-house software for training and reference purposes.

43. Develop and implement new or major revisions to applications, databases, or software tools.

44. Provide database support and maintenance, including production data analysis to ensure data integrity, data correction with SQL and/or Java utilities, implementation of the new utilities for users and system administrators to support and correct data.

45. **Evaluates impact of programming modifications.**

46. Work with staff to improve efficiency of the current data processing by creating new programming approaches.

47. Participate in relational database schema design and engineering in order to optimize performance and flexibility.

48. Write custom code in scripting language for the automation of data transfer, storage, and backup.

49. Work with staff on data retrieval from various data sources.


**REQUIREMENTS** . The contractor must have:


1. Possession of a Web Development Professional Certification or equivalent

2. Experience with: Software front-end development, Data presentation, Data visualization, Data cleaning, Database management

3. Experience with: Javascript, CSS, Pandas, Python, HTML5, XML, Django and/or, Flask, Linux, HTML, Git, SQL
