**Purpose of Position/Summary:**

The Human Service Consultant II, Background Check Unit Consultant position, is assigned to the Central Office Background Check Unit (COBCU), which is part of the Division of Placement Support and Compliance of the Indiana Department of Child Services (DCS), Central Office in Indianapolis, IN. The COBCU is responsible for the use of uniform standards and procedures in regards to all background checks completed and evaluated for the purpose of the protection of Indiana children. The COBCU’s duties include the processing of all Child Protective Index Check requests submitted for the purpose of Indiana Department of Education personnel. Additional responsibilities include oversight of background checks required for those living and/or working in unlicensed relative out of home resource homes, foster family home licensing through a local DCS office or a Licensed Child Placing Agency (LCPA), prospective adoptive homes involving DCS supervised children and/or private adoptions seeking DCS financial assistance. The COBCU also has oversight for background checks required for employees and/or volunteers of DCS licensed residential agencies, DCS contractors and subcontractors. Finally COBCU has oversight including but not limited to background checks for the reunification of child, collaborative care host homes, and all areas in which a child under the supervision of DCS may be involved, such as visitation with friends and/or family, extracurricular activities and child care providers.

The Human Service Consultant II, Background Check Unit consultant position primarily focuses on the consistent and timely evaluation of Child Protective Index Check searches requests related to the statutory requirement of the completion of these searches on Indiana School personnel at hiring. Duties may also include FBI/State fingerprint based criminal history checks, the determination of the existence of child abuse and neglect history and the communication of findings to the appropriate parties. The Background Check Unit consultant works closing with DCS Family Case Managers, DCS Regional Foster Care Specialist, DCS Regional Relative Support staff, DCS licensed residential agency staff, DCS contractor and subcontractor agency staff in regards to the findings on the above checks. The Background Check Unit consultant advises on policy and procedure in regards the results of fingerprint based criminal history checks, child abuse and neglect checks, local law enforcement agency checks as well as national sex offender registry check, which at times includes the collection and submission of criminal and/or CPS waiver actions. The Background Check Unit consultant must have the extensive knowledge of DCS background check policy, the ability to understand unique and complex circumstances, as they are often ambiguous in nature. The overall goal of the position is to ensure DCS background checks are completed and evaluated in a manner that promotes child safety and well-being, adhering to state law, administrative rules and DCS policies and that this is completed with reasonable consistency across the state.

**Essential Duties/Responsibilities:**

+ Process assigned child protective index search requests submitted to COBCU for the purpose of determining the existence of child abuse or neglect for those subjects working in Indiana School systems;
+ Process assigned child protective history requests submitted to COBCU by DCS licensed, contracted or subcontracted agencies, other State’s child welfare agencies regarding their open investigations of possible abuse and/or neglect and any other requester that would have a need for a child abuse and/or neglect check from the state of Indiana;
+ Redact 311 assessments to protect parties listed and supply to requestor when appropriate;
+ Evaluation of all State and Federal Bureau of Investigation (FBI) fingerprint based checks and continued re-evaluation as additional information becomes available when completed for DCS purposes;
+ Work collaboratively with DCS local office staff and/or agency staff in the gathering of necessary verification and documents for the submission of criminal and/or CPS waivers, prepare and submit electronic waiver packet with written summary, personal recommendation with supporting reasons to supervisor for all waiver requests;
+ Address request from subjects who have been identified as having a history of child abuse and/or neglect and provide information regarding additional opinions available to the subject including the filing of a CPS waiver if the search was completed for a DCS purpose;
+ Address requests for information and guidance related to the results of fingerprint based evaluations. Provide information regarding additional options available to the subject of the check for further evaluation, such as, application of criminal waiver or inform if ineligible to pursue a criminal waiver based on the findings of the fingerprint based check;
+ Provide consultation to DCS local office staff, DCS licensed agencies, DCS contractor and subcontractor agency staff regarding DCS policies and procedures as it relates all areas of the entire background check process;
+ Review and comprehend all policies and procedures related to DCS COBCU operations;
+ Monitor Inkless software process for abnormalities in processing and/or possible issues with results received and refer to the appropriate party;
+ Provide general assistance regarding questions and inquires related to different database accesses provided by COBCU to DCS field staff, and when necessary refer the issue to the appropriate DCS COBCU team member for additional follow up;
+ Assist with monitoring DCS contractors for compliance with background check provisions;
+ Assist with projects as needed within the Placement Support and Compliance division;
+ Performs related tasks as required.
**Job Requirements:**

+ Above average knowledge of personal computer operations, including Microsoft Office Suite programs (Outlook, Word, Excel, Power Point and Access);
+ Ability to multitask, track/meet multiple deadlines and switch priorities/focus as needed in a quick paced work environment;
+ Ability to apply interchangeable transfer of knowledge in daily work environment;
+ Ability to solve problems independently;
+ Ability to manage assigned work with minimum direction;
+ Working knowledge or ability to learn and apply the details of the complex state and federal laws and procedures relating to background checks;
+ General knowledge of child welfare and DCS policies and practices;
