Kelly Engineering is urgently seeking an HSE Engineer in East Saint Louis, IL. This is a permanent position with an incredible Safety team.


**DUTIES & RESPONSIBILITIES** :


+ Provide oversight for the Sites safety and health programs ensuring that the Sites activities:

+ Meet all relevant laws and regulations are conducted safely

+ Provide support to the HSE Manager to define requirements, systems, tools, and programs to execute HSE strategy. Through the use of these tools, this position supports not only the HSE performance at the site, but also facilitates the execution of select site safety, quality and productivity initiatives.

+ Support and lead select site improvement initiatives as assigned.

+ Support advancement initiatives in the areas of Safety, Zero Defect, Customer Focus and Operations Improvement through utilization of a continuous improvement culture.

+ Coordinate the development, implementation, and administration of safety and environmental programs to reduce injures and releases to the environment.

+ Manage the East Saint Louis Site environmental regulatory compliance programs (RMP, RCRA, CWA, CAA, TSCA, FIFRA, CERCLA, EPCRA, SDWA, NPDES, SPCC, and SWPPP).

+ Manage the Sites Responsible Care Management System; these responsibilities include managing the safety/environmental aspects, regulatory requirements, compliance evaluations, and internal audits.

+ Backup the Site HSE Manager when he is working on Cytec corporate and other off-site projects.

+ Develop and implement HSE audit programs to ensure compliance with safety, health and environmental laws, regulations, and company standards.

+ Provide technical oversight in identification of the source of problems and devise solutions to those problems. A major responsibility at the East Saint Louis Site is the technical understanding of complex and inter-related processes and systems.

+ Incumbent is required to understand these systems and provide detailed technical advice to engineers and chemists working on solutions.

+ Ensure the best Site performance possible in the areas of employee safety and health, security, facility protection, and employee safety and health training.

+ Provides advice and counsel to management, staff, and employees on matters affecting employee safety and the environment.

+ Monitor new and impending safety and environmental developments. Act as liaison with corporate HSE and Legal regulatory authorities to understand the impact new and pending regulations will have on the East Saint Louis Site and ensure the Site has plans in place to comply.

+ Ensure Site compliance with all federal, state, and local safety and health laws and regulations.

+ Review employee and contractor performance in the areas of safety and health and develop plans to improve performance.

+ Ensure that accident investigations correctly identify the root causes and plans for eliminating the root causes are effective and doable.

+ Develop effective employee training courses, which result in employees learning the information necessary to keep themselves and their co-workers safe.

+ Work with the HSE Committee, Area Improvement Teams and the STARR Committee to address safety concerns and drive continuous improvement.

+ Conformance to all safety, quality, customer, regulatory and statutory requirements.

+ Within six (6) months of employment, complete various training for Regulatory requirements and hazardous waste management procedures relevant to this position and complete any required refresher training thereafter. This position may further include responding to emergencies, requiring familiarization with emergency procedures, emergency equipment, and emergency systems. Refer to ENV107A Hazardous Waste Personnel Training Matrix for additional training information. ? Other duties as assigned.


**KNOWLEDGE, SKILLS & ABILITIES** :


+ BS degree in Engineering Chemical, Mechanical, Environmental or other related field Education Preferred:

+ 1-2 years experience in a chemical manufacturing environment

+ Human relations skills are critical in interaction with all levels of business areas and plant management.

+ Ability to lead and motivate teams
