We are seeking an individual to work as a Human Resources Specialist at the National Institutes of Health in Rockville, MD.

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

(1) Review National Institute of Allergy and Infectious Diseases (NIAID) human resources actions to include pay incentives, Title 42, Title 38, and variety of other personnel cases for Institute or NIH approval; provide detailed review comments and recommended case revisions based on HHS, NIH, and NIAID policy and procedural requirements to program and administrative staff

(2) Participate in the coordination of the annual Clinical Fellow appointment, extension and pay adjustment cycle to include calculating post-graduate year (PGY) pay increase amounts; provide advice and detailed explanation to program and administrative staff on requirements; review submitted cases and provide review comments and recommended case revisions; collaborate with branch to ensure processing timelines are met; resolve any outstanding issues or discrepancies

(3) Review Title 42 special act/service awards; provide detailed review comments and recommended case revisions based on HHS, NIH, and NIAID policy and procedural requirements to program and administrative staff.

(4) Provide advice and suggestions to program and administrative managers on Title 42, Title 38 authorities and a variety of HR personnel actions, to include advising on appointment and compensation requirements; provide advice with regard to the interpretation and proper use of these mechanisms for appointment of scientific staff; provide advice with regard to the initiation and development of documentation for requesting approval of appointments, extensions, pay increases; review and advise on appropriateness of appointment cases as well as recruitment and retention incentives; assist in preparing case documentation.

(5) Coordinate and maintain all aspects of the NIAID Pays Report that captures data for NIAID, prepare specialized reports that are needed for review of Pay Board cases (comparables), respond to requests for information, and perform review, analysis, approval, and submission of Performance Management Appraisal Plan (PMAP) awards

(6) Assist in researching, developing, implementing, and maintaining standard operating procedures, job aids, documentation checklists, and other reference materials and documents.

(7) Assist in the development and presentation of training sessions/modules.

REQUIREMENTS. The contractor must have:

(1) Bachelors degree in Human Resources, Organizational Development or business-related area. Four (4) years of specialized experience is equivalent to a bachelors degree.

(2) Minimum of five (5) years of experience in HR policies and procedures; familiarity with a variety of HR standard concepts, practices, and procedures.

(3) Experience in the interpretation and implementation of the Title 42, Title 38, and other HR authorities in the NIH intramural and extramural research programs highly preferred

(4) Knowledge of the NIH intramural research program and/or NIH extramural research program policies, procedures, and requirements preferred

(5) Experience reviewing recruitment and retention incentives

(6) Experience collecting data and performing detailed reviews for the purposes of developing reports.

(7) Experience performing basic analysis and developing/managing written correspondence, guidance, feedback, and related documentation
