We are seeking an experienced individual to work as a Legislative Affairs Project Manager at the National Institutes of Health in Bethesda, MD.

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

(1) Collect and organize topical and timely information regarding biomedical research for the preparation of testimony and briefing materials to be used by senior NIAID officials at Congressional hearings and briefings related to NIAID research on HIV/AIDS, emerging and re-emerging infectious diseases, and allergic/immunologic diseases.

(2) Assist in drafting written and oral statements and visual materials in collaboration with other legislative analysts, program staff, and testifying officials in preparation for Congressional hearings and briefings

(3) Assist in clearing testimony, editing transcripts, and submitting material for inclusion in the Congressional and Hearing Record; coordinate follow-up to hearings and briefings as needed.

(4) Participate in coordination activities and preparing responses to the Government Accountability Office (GAO) and HHS Office of the Inspector General (OIG) for reviews and investigations.

(5) Respond to inquiries about NIAID programs from Members of Congress and their staff regarding subjects and issues with which the NIAID is involved including HIV/AIDS and other infectious diseases, allergies, and immunologic diseases, analyze inquiries, and prepare responses; coordinate with the requestor to clarify the intent of the inquiry, provide status information, and suggest alternate sources or formats of information that may fulfill the intent of the request.

(6) Monitor Congressional activities and track legislation of relevance to NIAID programs, including appropriations or authorizing legislation related to biomedical research or other public policy affecting NIAID and NIH. Review legislative documents, publications, and tracking systems.

(7) Participate in distributing legislation and other Congressional documents, preparing excerpts of any relevant information regarding pending legislation or Congressional activities, analyzing the effect of these developments on NIAID's research programs and initiatives, and highlighting the most significant sections.

(8) Assist in drafting or reviewing and editing NIH comments on proposed legislation related to NIAID's initiatives with regard to public health issues.

(9) Attend or observe Congressional hearings, mark-up sessions, and briefings on legislation and issues of interest to NIAID; assist in preparing analytical reports of hearings for senior NIAID officials and staff.

REQUIREMENTS. The contractor must have:

(1) Minimum of a BS degree in relevant discipline

(2) Minimum of 2 years of experience working as staff to, acting as a liaison to, or otherwise assisting with response to requests from, a legislative body such as the United States Congress or a state or local legislature.

(3) Broad background and knowledge of communications, scientific or health information services/resources, and ability to research, analyze, and comprehend using a range of technical resources.

(4) Ability to manage multifaceted tasks requiring input from multiple stakeholders. Skill in providing high-quality customer service in handling inquiries involving complex, multi-faceted, and sensitive issues.

(5) Ability to understand and analyze complex biomedical information and research programs, and communicate this information clearly to a lay audience. Knowledge of research programs and information available from NIAID and NIH.

(6) Advanced skill in oral and written communications to exchange information and prepare written reports, summaries, and recommendations regarding complex, controversial, and sensitive NIAID programs and projects for NIAID senior leadership
