**TASKS.** The contractor shall:




+ Provide exceptional organizational and leadership expertise and experience working with scientific and administrative groups.

+ Coordinate the day-to-day office operation, including, but not limited to problem and conflict resolution, organization and prioritization of tasks; respond to written communications.

+ Work closely with OD leadership staff and the IC leadership staff who manage each program (i.e., Working Groups) in order to provide operational management to a subset of the Office of Scientific Workforce Diversity (SWD) programs:

+ Provide technical assistance on SWD timelines, processes, and approvals and assist with operational or project management issues related to those programs.

+ Manage official requests between SWD and IC staff, manage the timeline of when requests are due, track the progress, analyze the request, identify questions, work with the program staff to address the questions, present the findings to SWD Chief and/or other SWD staff.

+ Be knowledgeable of administrative management and business administration principles to perform complex administrative tasks to support the Chief Officer for Scientific Workforce Diversity (COSWD) leadership and staff.

+ Exercise a high degree of confidentiality of sensitive information involved in the performance of this task order.

+ Maintain and manage the COSWD calendar with autonomy to schedule meetings, appointments and events based on priorities and preferences, which includes:

+ Meeting to review daily schedule and providing advance notice of the next scheduled meeting/event.

+ Keeping apprised of program issues after evaluation of available facts.

+ Reception coverage to receive visitors and screen phone calls, take clear messages and/or appropriate action as needed.

+ Provide comprehensive day-to-day administrative and program support to the COSWD and SWD staff including:

+ Developing written materials and SOPs to disseminate information related to operational directives and prepare various reports as needed, proofread for grammatical, spelling and format accuracy (draft and final form) prior to review.

+ maintaining a document control and task tracking system of SWD data calls, correspondence, projects and initiatives, adhering to established administrative workflow processes for accurate document management and accountability.

+ Serving as travel reviewer and a back-up travel planner for COSWD staff; overseeing and tracking travel calendar and providing ad-hoc reports when requested (using advanced MS Excel skills and worksheets with formulas and pivot tables as needed).

+ Serve as a subject matter expert on travel policies and Federal travel regulations to assist OA staff with travel requirements and voucher settlement.

+ Assist with the processing of data requests

+ Leading special projects as assigned by proactively conducting substantive and complex research of issues pertaining to SWD and/or OD policies, organizational functions and responsibilities; gather and compile data for use in briefing presentations and executive papers.

+ Review and edit PowerPoint presentations, Word Documents, and generate and maintain MS Excel Spreadsheets with formulas and pivot tables as needed. Be knowledgeable in the operation of office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file and/or store both electronic and paper documents for records management and reference.

+ Provide advanced preparation of meeting documents; generate or assist in the preparation of meeting minutes, routine reports and other office documentation to facilitate effective and efficient office operations; monitor deadlines and action items.

+ Coordinate the printing and conversion of paper documents to electronic files when needed.

+ Coordinate meetings for staff; schedule conference rooms; coordinate with NIH Events to reserve meeting space around NIH main campus as needed.

+ Maintain work files and related communication in shared files or on the Shared Drive as needed.

+ Arrange for COSWD leadership to represent organization at conferences and meetings, establish appointment priorities, or reschedule or refuse appointments or invitations.

+ Ensure that requests for action or information are relayed to the appropriate SWD staff.

+ Summarize the content of incoming materials, specially gathered information, or meetings to assist leadership; coordinate the new information with background office sources; draw attention to important parts or conflicts.

+ Prepare printed materials and packages in support of SWD meetings and SWD leadership

+ Proactively initiate conference calls using leader pass codes for scheduled telephone meetings before the start time of meetings as requested.

+ Provide customer service responses to customers and stakeholders who visit the SWD.

+ Coordinate with the office Administrative Assistant for scheduling activities that leadership must attend or cover on behalf of the COSWD.

+ Prepare meeting materials such as binders, briefing booklets, folders with information, agendas, and slide presentations in advance of meetings.

+ Provide timely responses to customers and acknowledge receipt of requests/phone calls or other information; track and follow-up to close out items.

+ Proactively track and monitor due dates, deadlines, and ensure follow-up of tasks; review deadlines with leadership to ensure completion of tasks and assist in the scheduling of targeted times to complete tasks that have an urgent deadline.

+ Ensure appropriate boundaries and privacy of leadership schedules.

+ Maintain accurate and complete appointment information and customer information for SWD inquiries.

+ Anticipate and plan upcoming appointments and preparation 1 to 6 months in advance of scheduled appointments; provide leadership with reminders and tracking information in support of activities; proactively request clarifying documentation, decisions to close out appointments and speaking engagements, and additional information as needed.

+ Collaborate/liaise with NIH Director and Deputy Director Executive support teams to coordinate priorities and activities for COSWD leadership participation.





**REQUIREMENTS.** The contractor must have:




+ Masters degree in a related field; two (2) years of specialized experience plus a bachelors degree is equivalent to a Masters degree.

+ Four (4) years of related management experience.

+ Strong communications skills, both oral and written.

+ Possess advanced computer skills; proficient use of MS Office Suite (MS Word, Excel, Outlook Access).

+ Excellent analytical, planning, organizational and time management skills
