We are seeking an experienced individual to work as a Management Analyst at the National Institutes of Health in Bethesda, MD.

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

+ Support NCATS Executive Officer (EO) and Deputy Executive Officer (DEO) in the co-ordination and facilitation of a broad array of complex and sensitive administrative management issues, problems, action items, strategies, and interactions that are of major importance to the management, effectiveness, and operational efficiency of the Center.

+ Serve as a liaison, coordinator, and point of contact for matters related to collaborative projects and strategic initiatives of the EO and DEO. Work with stakeholders across NCATS, within NIH, and with external stakeholders to facilitate successful execution of initiatives.

+ Prepare draft communications for the EO and DEO. Tailor communications to a diverse workforce that spans across scientific to support staff and a wide range of responsibilities and perspectives. Assure a unified and coordinated approach of communications by being cognizant of the total picture of program issues, actions, and policies by NCATS and NIH leadership to ensure consistency with NIH, Departmental, and Presidential policies.

+ Prepare summaries of the most critical administrative issues to ensure the EO and DEO are accurately briefed, objectively informed, and prepared for decision making.

+ Conduct research, develop background information, and prepare briefing materials on topics of discussion and status-of-outcomes on behalf of the EO and DEO, for senior leadership meetings or other committees.

+ Conduct complex analyses and surveys to determine system issues and identify them for consideration.

+ Integrate operational program evaluation and resource planning to support evaluation of NCATS systems, plans, priorities, and programs. Ensures that all relevant points of view have been sought and that all offices with jurisdiction over the issues or policies have contributed to the recommendations for systems improvements.

+ Following guidance provided by the EO and DEO consult with a wide range of individuals to identify major issues, roadblocks, and potential actions NCATS can take to help solve these problems.

+ Provide ad hoc staff assistance on a wide range of substantive topics to NCATS EO and DEO and other senior leaders.

+ Collaborate with appropriate NCATS staff, develop reports and other staff documents on the policies, programs, plans, administrative accomplishments, and other activities of NCATS.

+ Works as part of a team to summarize and interpret the work of administrative branch officers and their staff in terms that are understandable to other members of NCATS senior leadership in order to communicate information on NCATS activities and plans and to support current and requested budget and staffing levels.

+ Provide staff support to expert committees and major meetings organized by the EO and DEO in any of the following roles: developing the agenda, identifying potential participants, identifying and participating in the development of all necessary background materials, preparing talking points and slides, overseeing logistical arrangements including conference room scheduling or coordinating setup of virtual meetings via ZOOM, Skype, Webex, Microsoft Teams etc.., arranging for presentations, if needed; keeping required stakeholders informed of the process and deliberations, preparing meeting summaries and/or overseeing the meeting report preparation, editing, reviewing, printing, and distribution process; and carrying out follow-up actions.

+ Maintain the calendar and coordinate scheduling for the EO and DEO.

+ Coordinate the preparation of a variety of items such as travel requests, professional ser-vice orders, requests for sponsored travel (Form 348), outside activities (Form 520), official duty memoranda, training requests, individual/mass mailings, correspondence.

+ Gather and analyze information about processes and programs; prepare reports, letters, and other documents for review and input for programs, policies, and activities.

+ Coordinate the printing and conversion of paper documents to electronic files.

+ Develop, maintain and utilize various administrative databases.

+ Maintain office records including office procurements and reimbursement procedures.

+ Provide support with timekeeping duties.

+ Design and coordinate systems for communications among staff to facilitate the efficient flow of information relating to projects and program activities.

+ Maintain EO library for tracking and retention of correspondence and signed documents.

+ Note commitments made by executive level during meetings and arrange for staff implementation.

+ When directed, read outgoing correspondence for executive levels approval and alert writers to any conflict with the file or departure from policies or executive levels view-points; make recommendations to resolve problems that arise.

+ In the executive levels absence ensure that requests for action or information are relayed to the appropriate staff; decide whether executive level should be notified of important or emergency issues.

+ Summarize the content of incoming materials, specially gathered information or meetings; coordinate the new information with background office sources; draw attention to important parts or conflicts.

**REQUIREMENTS.** The contractor must have:

+ Bachelors Degree in Business/Organizational Management, Sociology, Communications, or other discipline.

+ Minimum of four (4) years related experience in an administrative support, management analyst, of project management role.

+ Experience providing secretarial or executive-type staff assistance to individuals serving in a senior executive managerial capacity; must have directly supported someone serving in a director or higher-level role

+ Experience in project management is beneficial.

+ Ability to identify potential conflicts of interest and properly handle sensitive information.

+ Strong communication skills, both oral and written.

+ Strong organizational skills.

+ Ability to multi-task and pay close attention to detail.
