We are seeking an individual to work as a Management Analyst at the National Institutes of Health in Bethesda, MD

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

+ Serve as the Administrative Subject Matter Expert for the Office of the Clinical Director (OCD)

+ Provide strategic input, oversight, and management for the three major programmatic areas

+ Support OCD leadership team in the execution of Office responsibilities

+ Provide leadership, manage, and delegate project assignments for the execution of administrative projects

+ Organize and provide leadership for weekly OCD Administrative meeting

+ Provide Administrative Leadership and Office Management

+ Exercise and enforce professionalism in all areas of work, especially when handling customer service inquires and complaints

+ Oversee the OCD administrative assistants work; delegate projects and tasks and ensure that work is completed in an accurate and timely manner

+ Manage office records in an organized and confidential manner

+ Provide leadership over the organization and maintenance of office supplies

+ Perform purchase requests and other requests (e.g., IT support, building maintenance, etc.) as needed

+ Perform and/or oversee administrative tasks such as HR, credentialing for NIDCR clinicians and care providers, hospital staff on-boarding, and official travel

+ Perform meeting management, all reports correspondence and other communications for OCD, travel, expenditures, finances, receipts and reimbursements

+ Implement OCD administrative processes; lead development and implementation of processes; identifies areas for revisions/new processes/procedures

+ Ensure OCD is compliant with NIH and NIDCR policies, rules and procedures; oversee communication and revisions/new processes/procedures as needed for OCD

+ Complete and maintain accurate government employee timekeeping records and correspondence

+ Oversee the establishment and management of OCD ePMAPs

+ Serve as the Program Lead for Hiring and Onboarding

+ Manage, write and edit position descriptions for vacant/current staff positions

+ Review job description, evaluation statements and documentation of position management studies and competitive levels

+ With input from leadership team, coordinate recruiting activities and interviews

+ Coordinate and oversee on-boarding process for new hires

+ Oversee, develop and implement the NIDCR new employee orientation program including the OCD checklist and materials

+ Provide program and project management of NIDCR Dental Clinical Research Fellowship Program:

+ Develop and manage database to track current and previous trainees in program

+ Manage fellowship-related meetings and events (e.g., Clinical Case Conferences, quarterly NIDCR Grand Rounds, fellows meetings, fellowship co-director meetings, fellowship selection committee meetings, fellowship interviews, annual symposium for fellows, etc.)

+ Coordinate weekly speakers for the Clinical Case Conferences (CCC) and quarterly NIDCR Grand Rounds.

+ Oversee and manage Fellowship Program webpage, ensuring that the website is accurate and up to date

+ Serve as Project Manager and Lead for special reports, presentations, and other associated projects (e.g. the Board of Scientific Counselor (BSC) report)

+ Answer calls for the Clinical Director, maintain the Clinical Directors schedule and calendar, plan appointments and meetings, greet visitors and direct them to the appropriate official.

REQUIREMENTS. The contractor must have:

+ Masters degree in related field. Three (3) years of specialized experience plus a BA/BS degree is equivalent to a Masters degree.

+ Minimum of 5 years of experience in office management or related field.

+ Proficient in Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint) and the Internet.

+ Demonstrated ability to plan, organize and prioritize work in an environment with multiple and conflicting demands.

+ Ability to draft and format complex written documents.

+ Ability to manage basic financial spreadsheets and budgets.

+ Ability to develop and manage databases.

+ Ability to on-board trainees and staff and develop operational checklists.

+ Ability to work in a hospital setting, streamline credentialing processes, and interact with hospital administrative staff.

+ Ability to multi-task and pay close attention to detail.

+ Ability to exercise initiative and work independently.

+ Ability to maintain confidentiality and handle sensitive matters diplomatically and discreetly.

+ Excellent organizational, leadership, and time management skills.

+ Strong communication skills, both oral and written.

+ Professionalism and strong work ethic

+ Previous NIH experience preferred.

+ Contractor must have experience using a travel system such as CGE

+ Contractor must have experience using an electronic Purchasing Request System
