We are seeking an individual to work as a Management Analyst (Scientific Workforce Diversity) at the National Institutes of Health in Bethesda, MD.


This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

(1) Provide comprehensive day-to-day administrative and program support to the Chief Officer for Scientific Workforce Diversity (COSWD), leadership, and Scientific Workforce Diversity (SWD) staff including exceptional organizational and leadership expertise to work with scientific and administrative groups.

(2) Coordinate the day-to-day office operations with SWD administrative staff and executives, including, but not limited to problem and conflict resolution, organization and prioritization of tasks; responding to written communications.

(3) Provide technical assistance and manage official requests, advise on the timeline of when requests are due, track the progress, analyze the request, identify questions, work with the program staff to address the questions, present the findings to chief and other staff.

(4) Maintain and manage the COSWDs calendar with autonomy to schedule meetings, appointments and events based on the COSWDs priorities and preferences; in advance of scheduled appointments, provide reminders and tracking information, proactively request clarifying documentation and decisions to close out appointments and speaking engagements

(5) Develop written materials to disseminate information related to operational directives and prepare various agenda, minutes, and reports as needed, proofread for grammatical, spelling and format accuracy (draft and final form) prior to review

(6) Advise as travel reviewer and serve as a back-up travel planner; supporting and tracking the COSWDs travel calendar and providing ad-hoc reports when requested (using advanced MS Excel skills and worksheets with formulas and pivot tables as needed); being knowledgeable travel policies and Federal travel regulations to assist staff with travel requirements and voucher settlement.

(7) Assist with the processing of data requests, controlled correspondence, and other time sensitive products.

(8) Coordinate meetings for staff; schedule conference rooms; coordinate with NIH Events Management to reserve meeting space around NIH main campus as needed.

(9) Proactively initiate conference calls using leader pass codes for scheduled telephone meetings before the start time of meetings as requested or serve as the meeting host for remote meetings in the WebEx and Zoom environments.

(10) Maintain work files and related communication in shared files or on the Shared Drive or SharePoint/OneDrive, or Microsoft Teams as needed.

(11) Prepare meeting materials such as binders, briefing booklets, folders with information, agendas, and slide presentations in advance of meetings; for online meetings, provide electronic copies of supporting materials in advance of meetings as needed.

(12) Proactively track and monitor due dates, deadlines, and ensure follow-up of tasks for COSWD; review deadlines with COWSD to ensure completion of tasks and assist in the scheduling of targeted times to complete tasks that have an urgent deadline.

(13)Advise on special projects by proactively conducting substantive and complex research of issues pertaining to SWD and/or Office of the Director policies, organizational functions and responsibilities; gather and compile data for use in briefing presentations and executive papers.



REQUIREMENTS. The contractor ideally would have:

(1) Masters degree in a related field OR two (2) years of specialized experience plus a BA/BS degree is equivalent to a Masters degree.

(2) Minimum of six (6) years of experience in related field.

(3) Expertise in Microsoft Office Suite (MS Word, Excel, Outlook, Access), and Concur Government Travel System (CGE), Zoom and WebEx.

(4) Possess advanced computer skills that include proficient use of MS Office Suite, Zoom, WebEx, Microsoft Teams, Skype, and SharePoint/OneDrive technology, review and edit PowerPoint presentations and Word documents, and generate and maintain Excel spreadsheets with formulas and pivot tables as needed.

(5) Knowledgeable in the operation of office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file and/or store both electronic and paper documents for records management and reference.

(6) Strong communication skills, both oral and written.

(7) Excellent analytical, organizational and time management skills.
