Contract to Hire

Manage administration of Oracle databases and **Oracle E-Business Suite (EBS)** applications in all Agency environments. Supervise Oracle Database Administration and Oracle Applications staff. Oversee purchasing and management of Oracle licensing. Coordinate IT activities pursuant to PCI DSS compliance and audit. Coordinate annual IT Finance audit. Direct the development and maintenance of database schemas. Responsible for quality control and auditing of databases to ensure accurate and appropriate use of data. Ensure the availability, security, and efficiency of database systems through backup, reorganization, and tuning. Work with management to develop database strategies and standards to support agency needs.

**Essential Functions**

1. Manage agency-wide Oracle Database Administration and Oracle Applications management support staff. Oversee the development of data design elements in coordination with Information Technology project planning.

2. Develop, with Chief Information Officer, future direction of agency enterprise data and database management.

3. **Manage all aspects of Oracle E-Business Suite system development, quality assurance and ongoing maintenance.**

4. Develop annual project plans and financial budget requirements for the resources required to meet agency demands. Monitor and report on expenditures to budget.

5. Project Manage development of the Oracle environment including upgrades and additions of Oracle EBS modules, Oracle Databases, and other applications reliant on Oracle resources.

6. Negotiate and maintain proper licensing for hardware and software products required to support the Oracle E-Business Suite and database environments.

7. Manage IT responsibilities for PCI DSS compliance and IT components of the annual Financial audit.

8. Ensure DBA staff maintain an optimal database environment through database performance analysis, database tuning, monitoring current and projected storage requirements, and providing reliable backup and restoration methods.

9. Provide oversight to ensure the Enterprise Database design is maintained as a cohesive model for the agency's business. Coordinate development activities to ensure database design elements maintain optimal database integrity and performance as new applications are introduced through purchase or development by application development staff.


A minimum of a Bachelor's Degree is required.

Bachelor's Degree: Business, Computer Science or related technical field.

A minimum of ten (10) years total credited experience. Eight (8) years in information technology, four of which must have been in an Oracle Database Administration, Oracle Applications functional analysis, or equivalent position.

Minimum of three (3) years in a management supervisory role.

**Knowledge, Skills & Abilities**


1. Knowledge of Project Management tools and techniques.

2. Knowledge of Clients business and operational systems.

3. Practical knowledge of modern software development techniques.

4. Knowledge of standard operating environments: Linux, and Windows.

5. Knowledge of IP Network and Database technology and protocols.

6. Knowledge of Payment Card Industry Data Security Standard requirements and auditing.


1. Skill in supervising or working with technical staff. Ability to plan, set goals and direct the work of others to accomplish goals.

2. Experience with RISC and Intel-based server hardware and Agency Standard software products.

3. Experience in all phases of the automated system development life cycle, with emphasis on defining the end user requirements and program design and development.

4. Experience in Relational Database technology theory, design, development, and access using SQL or PL/SQL in an Oracle environment.

5. Experience in Object Oriented technology theory, design, and development.

6. Experience in Oracle product licensing negotiations and contract administration.


1. Ability to communicate clearly and effectively, orally and in written form.

2. Ability to establish and maintain working relationships with employees, supervisors, consultants and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.

3. Ability to positively provide customer service to both internal and external clients.
