Kelly Services is seeking a **Payroll Business Analyst** for a large publicly-traded company and a leading multi-line healthcare enterprise that serves as a major intermediary for both government-sponsored and privately insured health care programs located in **Clayton, MO.**

**Job Title: Payroll Business Analyst**

Location: Clayton, MO 63105

Type: Contract-To-Hire

Length: 3 Months

Desired Start Date: 8/9/19

Schedule: Monday- Friday 9 to 4 core business hours

Pay Rate: $23.00 - $26.40 per hour

Conversion salary range: $50K - $55K

**Position Purpose:**

Administer all systems utilized by Companys payroll department. Coordinate business requirements and testing, provide support, validate data to ensure timely and accurate payroll data processing and support business decision making.



+ Bachelors Degree (Accounting, Finance, or CIS preferred)

+ Three years of payroll, financial or data analysis experience

+ Payroll experience in a large, multi-state organization

+ Experience with ERP and timekeeping systems (Workday, ADP, and EmpCenter knowledge preferred)

+ Advanced MS Excel and MS Access skills


+ Experience with compliance and financial reporting

+ Experience in the field of data processing, computer systems and applications

+ Experience as an ERP payroll functional analyst and/or super user


+ American Payroll Association FPC or CPP preferred.


+ Audit employee data and payroll entries that interface from the HRIS system or external systems into payroll systems to ensure overall integrity of data within payroll systems.

+ Perform regular payroll data/system audits to maintain data integrity and to ensure compliance with internal and external audit controls as well as legal requirements and guidelines.

+ Review data, identify inconsistencies, and act as a liaison between user groups to troubleshoot issues while exercising appropriate decision making on the best resolution; escalating to management when necessary.

+ Identify, document and escalate system issues to the IT department.

+ Report, track, and resolve application related issues with internal and vendor support organizations.

+ Understand and document data flow to/from other systems and work with the IT teams to help resolve data integration issues.

+ Execute reports/queries from HR, Payroll, and Timekeeping systems as well as conduct ad-hoc reporting suitable for executive leadership.

+ Perform complex qualitative and/or quantitative data analysis and metrics to provide payroll data to auditors, management, and other support functions.

+ Extensively use Microsoft Office and Excel; ability to perform pivots, V-lookups, mail merges and other functions.

+ Interpret and apply complex technical instructions and specifications.

+ Support company or department changes such as acquisition and divestiture activities, re-organizations, and workforce planning initiatives through data reporting.

+ Assist in the design, development, testing, implementation, upgrading, and support of new or modified payroll system changes.

+ Lead or assist in the coordination of internal payroll projects and cross functional projects.

+ Schedule, prepare and lead meetings including: requirements gathering with appropriate stakeholders, departmental process improvement brainstorming sessions, and data driven discussions with cross-functional teams in order to gain buy-in and drive new ideas and efficiencies.

+ Participate in all testing phases and issue resolution for projects including integration with Human Resource and General Ledger modules.

+ Prepare design specifications and test plans, test scenarios and test scripts.

+ Communicate regularly with supervisor/manager, team members, and appropriate stakeholders regarding task or project status and opportunities to improve service levels or processes. Escalate issues as appropriate to ensure quality service levels.

+ Maintain effective internal controls that impact the payroll function.

+ Review new payroll legislation to ensure compliance with federal, state, and local requirements, enforce adherence to requirements and advise management on needed action.

+ Provide ideas, solutions, and tools to increase the effectiveness and efficiency of payroll operations.

+ Assist in the development, reporting, and review of metrics to drive performance, identify trends, and develop/implement process improvements, escalating issues and proposed solutions as appropriate.

+ Assist the supervisor/manager with capturing and responding to escalated issues, policies, and procedures from government agencies, payroll functions, and the operating companies.

+ Participate in, support and lead departmental initiatives.

+ Demonstrate proficient verbal and written communication skills in order to communicate with customers, peers, and vendors.

+ Provide functional support and system expertise to the Payroll team, including: basic setup, reporting, interfaces, special programs and calculations, as well as troubleshooting issues related to payroll processing, G/L interfaces and tax reporting.

+ Extensive knowledge of the full cycle payroll processing in ERP system (HR, Payroll, GL).

+ Handle multiple assignments in a timely manner with minimal supervision.

+ Use in-depth information and analysis to provide management with advice and counsel on a variety of business issues. Issues are often highly technical and complex in nature.

+ Perform rotational on-call responsibilities.

+ Communicate effectively orally and in written form with multiple stakeholders within and across IS teams and business counterparts.

+ Execute and deliver work thoroughly and with high quality; learn from mistakes and apply learning.

+ Demonstrate flexibility and adaptability in work scheduling in order to meet deadlines.

+ Responsible for permanent retention of payroll source documents.

+ Position may require working outside of normal business hours including evenings and weekends primarily for the purpose of system upgrades or downtimes.

+ Perform additional duties and projects as assigned by management.
