Payroll Business Analyst

Type: Long term contract (Minimum of 1 year)

Location: Irvine, CA (Will be remote until early next year, then working onsite will be required)

Kelly Technology has teamed up with a large University to find their next Payroll Business Analyst. This is a long term contract engagement.


**Data, Business, & System Analysis**

+ Responsible for evaluating reported issues by business users to provide functional support, break fix analysis, and issue resolution related to time management, system access, and training.

+ Work closely with business partners to elicit business requirements, document analysis, manage requirements sessions, document business process descriptions, use cases, scenarios, and task and workflow analysis. Identify business processes and make recommendations. Participate in drafting campus communications and instructions guides.

+ Evaluate information gathered from multiple sources, reconcile conflicts, breakdown high-level information into details, and abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.

+ Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver artifacts such as Business Requirements Document, Use Cases, Knowledge Base information, and Screen and Functional designs.

+ Collaborate with technical team members to translate business requirements and functional designs into working technical designs.

+ Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.

+ Develop test plans/scripts/objectives and run tests to confirm specification compliance and system validation for releases, enhancements, and modifications. Ensure tests are completed within application release parameters.

+ Update configuration, viewing, groups, security, and skill permissions for campus and central users across campus Payroll support systems.

+ Provide Leadership, Central Payroll, and Campus Managers reports and dashboard tracking abilities on a scheduled and ad hoc basis to ensure workload and Service Level Agreements are being met.

+ Troubleshoot Time Reporting System (TRS) errors.

+ Streamline existing data collection and reporting.

+ Generate semi-complex to complex queries, Cognos reports and analysis of data.

+ Follow policies and regulations regarding data security and internal controls.

+ Ability to engage in multiple initiatives simultaneously.

+ Ability to understand and interpret Union Labor rules and Wage and Hour laws.

+ Execute test cases and scenarios, to determine correct results; record and track defects; and work with OIT developers to fix and test all defects and bugs.

+ Responsible for all financial and cost analysis related to Payroll information and processes. Retrieve, analyze and summarize data, to create reports and present to management for review.

+ Responsible for conducting legacy research and reporting.

+ Assist auditors with internal and external audits, including reporting and data analysis as necessary.

+ Maintain and update earnings codes and accumulator programs as necessary.

+ Coordinate and assist with year-end process, including coordination with providers of required data inputs.


The Senior Payroll Analyst will be responsible for developing and implementing training material for the campus and across the UC system. Provide regular training to the end users on campus and develop a user guides for the employees, supervisors, Department Time Administrators (DTAs), and system-wide users. Update and/or change training material based on feedback from campus stakeholders and UC stakeholders.


Assist with various administrative and project tasks as needed.

**Required** :

+ Bachelors degree in accounting, finance, business or information technology.

+ 5+ years business analysis experience, preferable in a payroll/HRIS or IT environment.

+ Experience extracting data for analysis.

+ Using code to pull data for interpretation and system analysis

+ Experience running reports from databases.

+ Demonstrated ability to identify logical solutions to present/potential problems and manage risk.

+ Strong critical analysis, design, and creative problem-solving skills.

+ Possess strong mathematical, statistical, and logical skills

+ Solid understanding of database structure and design.

+ Data modeling experience and working knowledge of relational database.

+ Demonstrated communication skills that are concise, logical and grammatically correct for correspondence.

+ Excellent skills in oral presentations.

+ Skills in analyzing problems, situations, practices, or procedures to: identify and define a problem, formulate a solution, and prepare the necessary actions to follow through.

+ Experience with system testing at both planning and hands-on levels.

**Desired** :

+ Specific Knowledge in Payroll which includes Earnings, Deductions, Taxes, Pay Groups, On-Cycle Processing, Off-Cycle Processing, Retro Processing and other Payroll objects

+ System testing and implementation experience preferred

+ Experience with People Soft, TRS, ServiceNow, SQL and Cognos.

+ Experience working in higher education.
