We are seeking an individual to work as a Policy Analyst at the National Institutes of Health in Bethesda, MD

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

1. Develop within the existing legal and regulatory framework, OT (Other Transactions) policies, and operating instructions tailored to meet the specific needs of the AoU Program.

2. Plans, develops, and supports the OT strategy for project initiatives. Work with the team leader during crosscutting OT negotiations with DHS, other related agencies, private entities, utilizing other personnel on projects as required. Coordinate legal counsel, audit and subordinate activities.

3. Coordinate Other Transaction Authority management activities consistent with AoU and NIH guidance. Interpret OT provisions of awardee and agency officials and provides appropriate advice and guidance.

4. Develop, recommend and establish short-and long-term plans for conducting continuing analysis of OTA activities. Develops new policies, procedures and internal controls for AoU (All of Us) OTA execution.

5. Advise senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc.

6. Develop, recommend and establish short-and long-term plans for conducting continuing analysis of OTA activities.

REQUIREMENTS. The contractor must have:

1. Bachelors degree in governmental affairs or public policy.

2. Minimum of six (6) years of related experience.

3. Expertise in Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint).

4. Proficiency in Other Transaction, Regulation, and Policy Research and Analysis.

5. Proficiency in Awards Management Knowledge.

6. Strong communication skills, both oral and written.

7. Excellent analytical, organizational and time management skills.
