Project Procurement Coordinator

Under the functional direction of the Global Capital Procurement Leader and in cooperation with the Project Procurement Leaders (PPL), the **Project Procurement Coordinator (PPC)** serves as the direct interface and Subject Matter Expert between the Global Capital Procurement (GCP) organization (procurement planning, sourcing and expediting activities) and Client stakeholders and partners on Capital project purchasing planning and execution.


The PPC is highly proficient in Procurement work processes, transactional systems, knowledgeable in procurement strategies and supplier issues, and ensures that all of these aspects interface smoothly to achieve quality output and satisfied clients.


**Workload Efficiency and Quality Management**


Monitor daily work load and staffing levels for contingent staff positions and PPC/CSR natural work team.


Manage and monitor the inquiry, purchase order and addendum cycle times.


Interface with project teams to obtain information required to assist with processing of transactions.


Guide and assist internal partners.


Assist sourcing specialists with processing inquiries and entry of purchase orders.


Troubleshoot problems related to the receiving and accounts payable processes.


Knowledgeable about new procurement methods and where to direct internal partners for detailed information.


Support the Project Procurement Leader (PPL) role, including the early set up for Project Specific instructions with the Project Information Cover Sheets, and thus ensure the incorporation of key work into the Project Procurement Plans that are the final deliverables for the PPL.


**Work Process Leadership**


+ Lead team adherence to the work process and supply strategies.

+ Investigate work process non-compliance, determine root cause and recommend corrective action.


+ Participate in Six-Sigma projects as a process Subject Matter Expert.

+ Contribute to work process improvements and coordinate business rule and operating procedure changes.


**Training, Mentoring and Guidance**


+ Mentor and lead the day-to-day procurement activities as required to support Global Capital Procurement.

+ Train and lead the CSR/PPC Team and provide guidance to other purchasing sub-teams where procedures overlap.

+ Create and maintain procedure and work process documentation.


**Regional and Global expertise**


Support regional or global transactions as workloads vary and supply transactional support dependent upon area of expertise.


Merge and standardize work processes into a Global approach and/or regional as applicable.


**Buying and Commit DoA**


+ Targeted support for sourcing team in a junior buyer role.


Role has Commit DOA and is knowledgeable in the CRAF process.


**Project type A, B & C Specific Requirements**


Compliance with Supply Plan and/or AMSL (site projects); issue order, and verify Delegation of Authority to commit (if priced).


Process and finalize Shadow Purchase Orders and Addenda for the EPC and contracts.


Ensure that all bids/quotes are stored properly in the bid repository and/or purchasing system.


Verify correctness/completeness of new service request for procurement and contracts.


Process and finalize service request addendums for procurement and contracts.


Interface with EPC, procurement, contract, and suppliers to solve problems that arise with the team and problems associated with the execution of the work processes.


Identify, analyze and resolve supply and transactional procurement issues (purchasing and payables).


Log all invoices and spot check for correctness, if invoices are from Shadow Orders, PPC must send the invoices to APAY once checked.


Obtain and manage Non-Disclosure/Confidentiality Agreements


+ Advanced knowledge of the Global Capital Procurement system(s) and the information systems that interface with it.

+ Advanced knowledge of standard Client core software.

+ Excellent oral and written communication skills.

+ Understanding of internal work processes that interface with Capital Purchasing.

+ Must work well with internal partners and suppliers to understand the processes, identify gaps, investigate root causes, and initiate process improvements.

+ Utilization of data analysis skills to effectively identify value opportunities

+ Familiar with Management of Change (MOC) Process.


Demonstrated leadership abilities and teamwork skills.

+ Acceptable Manufacturers/Suppliers List (AMSL)

+ Site Sourcing Guide

+ Emergency ordering procedures

+ Non-standard sourcing process

+ Purchase requisition elements

+ Purchasing policies (QSSP, etc.)

+ Exception resolution process

+ Resource contacts

+ Lessons Learned Database management

+ MST Tracker web application - system support and management

+ Progress Billing Management web application - system support and management

+ Business Objects and Business Warehouse reports

**Education Requirements**


Associate Degree


5 years of related experience


In addition to the Microsoft Tools below, users work in Purchasing System (SAP), and update purchasing records in a tracking system.


MS Word


Intermediate proficiency creating documents


MS Excel


Intermediate proficiency managing data in Excel


MS Outlook


Manage and accurately file and label e-mails


Intranet/Internet


Competent in web searching (find topics independently, research information)


MS Access


Must understand how data is best managed, linked and queried in databases.
