PY02 - Payroll Manager

**_ESSENTIAL FUNCTIONS_** _(include but are not limited to the following)_

+ Plan, prioritize, assign, supervise, and review the work of staff responsible for processing the payroll.

+ Remit benefit and payroll tax payments to external agencies and prepare all necessary Federal and State payroll tax returns.

+ Coordinate changes in employee benefit, deductions, and salaries to provide accurate payroll and accounting records.

+ Supervises and participates in the posting, balancing, maintenance and reconciliation of general ledger accounts pertaining to payroll.

+ Prepares and posts adjusting journal entries, fiscal year closing adjustments, month end close activities, and maintains documentation needed to support financial transactions.

+ Identifies, researches, and resolves payroll accounting discrepancies and inconsistencies and recommends, develops and implements corrective actions to ensure accurate recording and reporting of payroll transactions.

+ Prepares, processes and reviews all quarterly and year end reporting and works with internal and external parties to ensure timely processing and accurate payroll reporting (i.e. W-2s, State Controllers Report and ACA).

+ Formulates, streamlines, establishes and maintains processes and procedures needed to maintain appropriate internal controls and improve efficiency.

+ Researches, interprets, applies and explains payroll related rules related to FLSA and CALPERS reporting.

+ Explains payroll policy and procedures with reference to memorandums of understandings, FLSA, and Federal and State Law.

+ Processes payroll information utilizing several complex software applications including MS Access, MS Excel, HTML files, and Sunguard HTE payroll system.


Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Payroll Manager is considered qualifying. A typical way of obtaining the required qualifications is to possess the following:


A Bachelors degree from an accredited college in Accounting, Business Administration or a closely related field.


Minimum three years of experience in a municipal government setting.


Possession of, or ability to obtain a valid, class C California drivers license.

**Highly Desired Skills and Attainments:**

+ American Payroll Association Certification

+ Certified Payroll Professional

+ Fundamental Payroll Certification

+ 5 years of complex payroll processing and reporting experience

+ Extensive knowledge and understanding of CALPERS processing and reporting

+ FLSA Interpretation

+ Knowledge of Generally Accepted Accounting Principles and Procedures (GAAP)

+ Sunguard HTE experience
