+ 80% office work, 20% field work

+ Personal vehicle will be required to perform job duties.

+ Mon-Fri, 8am 5pm

+ Some adjusting of schedule to meet project deadlines

+ **Looking for Right of Way and Project Management experience, not field/land agent.**

+ This candidate will be responsible for the deliverables, processes and completion of projects **.**



**Position Summary:**




+ The Transmission Right of Way (TROW) Agent reports to the TROW Supervisor.

+ Responsible, with supervision, for the acquisition of land, land rights, licenses, leases, permits, and other documents necessary for the construction, operation and maintenance of electric transmission and/or distribution lines.

+ Responsible, with supervision, for project oversight in reviewing and supervising outside contract agents on ROW Projects to ensure adherence to project schedules and budget, as well as project reporting.

+ Candidate should be well-versed in various aspects of right-of-way.

+ Must have experience in acquisition and title research.

+ Proficient in written & verbal communication skills.

+ Computer proficiency a must.

+ Utilize GIS Mapping systems.

+ Knowledgeable in real estate values and accepted practices.

+ Properly prepare, maintain and revise (as needed) of property owners files, right of way maps, records, drawings, exhibits and necessary progress reports.

+ Act as an expert witness, assist and confer with legal counsel and project management in the selection of witnesses and commissioners in connection with condemnation and/or other court actions.

+ Works outside normal business hours to accommodate project schedule.

+ Must be able to make quality decisions on use of real estate assets based on input and alignment with key stakeholders.

+ Must be able to effectively motivate, direct, and manage contract resources

+ Able to interpret survey drawings, engineering, construction and plan & profile drawings, title and abstracts.

+ Budgeting knowledge/understanding and analysis capabilities.



**Principal Accountabilities:**



1. Under the direction of the TROW Supervisor, handle complicated negotiations with land owners (or their designees) for the acquisition of rights relative to the construction, reconstruction, enlargement or maintenance of electric transmission and/or distribution facilities and supervise contract agents as required.



2. Under the direction of the TROW Supervisor, settle damage claims with property owners (or their designees) relative to property damage caused or created by AEP during the construction, reconstruction, enlargement, maintenance or removal of transmission and/or distribution facilities.



3. Be able to conduct with limited oversight research at local courthouses and other records as may be available to determine present property ownership(s) and the extent of interests therein.



4. With minimal supervision, preparation of documents for rights of entry, damage claims, contracts, easements, licenses, leases, permits, options to purchase and other documents as may be necessary to acquire adequate rights for AEP's electric transmission and/or distribution facilities.



5. Under the direction of TROW Supervisor, assist in providing functional support to other AEP Business Units in regard to questions and procedures in the acquisition of land and land rights.



6. Act as a witness and assist in the selection of witnesses and commissioners in connection with condemnation and/or other court actions involving electric transmission and/or distribution facilities.



7. Maintain property owner files, maps, drawings, exhibits and detailed progress reports.



8. Remain knowledgeable in real estate values and accepted real estate appraisal practices; with the advice of the ROW Agent Lead or ROW Supervisor, provide real estate values and accepted real estate appraisal practices; advise and assist the ROW Supervisor or Project Leads in establishing a range of fair market values to be used in the acquisition of land and land rights.



9. Review vouchers for payments of expenses incurred in the acquisition of land and land rights involving electric transmission and/or distribution facilities such as, but not limited to: contractual obligations for the purchase of options, easements damage claims settlement, attorney fees, outside appraisal services and contractor invoices.



10. Complete understanding of the ROW estimate & scoping guidelines for TROW Projects.



11. With minimal supervision, develop cost estimates & project schedules for proposed TROW Projects.



**Minimum Requirements:**




+ Associate degree in real estate, business, engineering, or related field with three to five years of experience.

+ OR, Bachelor's degree in real estate, business, engineering or related field with two years of experience.

+ Experience in one or more of the following areas: business, management, real estate, law, electric transmission and/or distribution right-of-way.



**Additional Information:**




+ Possess excellent oral and written communication, presentation, and organizational skills with a strong proficiency working with Microsoft Office products (i.e., Word, Excel, PowerPoint, etc.) and right-of-way/land management (i.e., geoAMPS or other land management databases) or other equivalent databases and a background with project controls.

+ The individual filling this position will be required to travel within the AEP Transmission service territory; however, on rare occasions may be assigned to special projects and travel outside the transmission service territory. Must be able to work outside normal business hours to accommodate project schedules.
