The scaffold inspector role will be critical to Louisiana Operations as the scaffold work on site transitions to a Unit Rate Contract. This role will be required to audit for units as well as EH&S compliance of scaffolds and scaffold crews. Below are some of the basic requirements of the Kelly Scaffold Inspector Role:



- Scaffold inspector must be physically able to climb and walk through different process units for the large majority of their day.



- This will include climbing stairs, scaffold ladders, and permanent ladders throughout the site.



Unit Rate Auditing:



- Inspector will be asked to validate the units that the scaffold contractors are reporting in regards to Unit Rate scaffolds built. This includes getting accurate counts of units and keeping track with any discrepancies between the reported units and the inspectors count. Units checked will include:



- Leg Footage, Platforms, Additional Landings, Tarps, Hanging steel, SRLs, Scaffold Ladders, and equivalent Leg footage for rental charges.



- Scaffold inspector will maintain a daily log in Excel or Access (We will provide training if needed) to keep a record of units reported vs. the inspectors count.



- If discrepancies are found, the inspector will work with a contact with the scaffold company to resolve, and if a resolution cannot be agreed upon, it will be escalated to the contract administrator to meet with both parties to ensure the correct units are billed for.



T&M Auditing:



- T&M auditing will also be an important aspect of this role. Part of the new scaffold contract includes T&M rates for things such as Modifications / Revision, Delays, Confined Space work, etc. The Inspector will be asked to pull time sheets reported and investigate T&M charges to ensure we are not being double billed for unit rate work as well as T&M on a particular job.



- This will also need to be documented and any issues concerning T&M charges need to be escalated to the contract administrator upon discovery.



EH&S Auditing:



- EH&S performance is going to be critical to the LAO Maintenance organization as we transition to the new UR contract methodology. Therefore, this new role will also be required to look for and report any quality issues with scaffolds and ensure our LAO and OSHA scaffold requirements are met with each scaffold built.



- Any EH&S issues should be escalated immediately to the contractor leadership and the client Contract Administrator. Unsafe scaffolds found should have the scaffold tag removed to prevent anyone from working on the scaffold until the issue is corrected.



- Scaffold BBPs (Behavior Based Observations) will also be required for the scaffold inspector weekly. This will entail the scaffold inspector to go out and observe scaffold crews working daily to ensure the crews are working safely. Any unsafe acts must be intervened upon and reported immediately.





This job will include all aspects of scaffolding and scaffold work. The inspector can expect to spend most of the day in the field performing scaffold audits and observations. A portion of the day will include inputting scaffold unit counts into the computer tracking system, and working with scaffold contractors to close any unit reporting gaps. The scaffold inspector will also be a part of Field Services EH&S team and will be asked to participate in weekly EH&S meetings and report what is going on in the field.
