We are currently seeking a Scientific Communications Project Manager to work on-site with the National Heart, Lung, and Blood Institute in Bethesda, MD.

**TASKS/SERVICES:** The contractor shall:
(1) Serve as a science communications project manager, providing strategic communications and outreach advice, guidance, and support to various leaders and staff in National Heart, Lung, and Blood Institute (NHLBI) Divisions, Offices and Centers (DOC).
(2) Work with teams comprised of Office of Science Policy, Engagement, Education and Communications (OSPEEC) staff to develop plans for effective communications and outreach strategies and tactics as well as implementation plans for OSPEEC support these efforts.
(3) Serve as a senior level project and program manager; clarify and define new projects that come to OSPEEC; work across OSPEEC’s three branches with staff; manage project timing, next steps and coordinate Institute projects, events, launches, etc.
(4) Plan, develop and implement innovative communications and outreach plans to consider strategies; communicate information and messages about heart, lung, blood, and sleep (HLBS) research initiatives and public health issues to ensure that new discoveries, clinical trials and HLBS research initiatives are disseminated to NHLBI’s audiences and stakeholders.
(5) Use strategy set by NHLBI and OSPEEC staff to develop and implement plans to ensure that accurate and timely HLBS messages reach NHLBI’s key constituents and audiences: Congress and other Federal and state government health officials, researchers and health professionals, the media, HLBS-related organizations and associations, advocacy groups, and the public.
(6) Serve in the bridge between assigned DOC and OSPEEC branches and sub-offices on select projects and initiatives; ensure that key programs in NHLBI’s scientific portfolio are disseminated to audiences (health professionals, public).
(7) Form teams, hold kick-off or follow-up meetings, arrange and lead meetings within OSPEEC and externally; meet with senior-level NHLBI program leads to discuss and plan for projects.
(8) Manage multiple projects with similar launch timing (e.g. website releases, division exhibit presence at conferences, new initiative promotions, changes in scientific processes, new program launches, etc.).
(9) Provide expertise in the development and coordination of communications plans and creative briefs related to specific priorities, scientific findings or programs; write communication plans, garner approvals from DOC and lead overall coordination/implementation across OSPEEC.
(10) Participate as a team member in OSPEEC related meetings (all-hands, branch meetings, editorial team meetings, etc.); participate in meetings of assigned DOC (all hands, retreats, scientific forums, think-tanks, workshops, etc.)
(11) Attend meetings and seminars to identify new research developments and activities, including publication/announcement of research results, launching of clinical trials, launching initiatives involving new technologies, and others.
(12) Prepare monthly reports detailing status of communications activities and progress/status on projects.
(13) Participate weekly or biweekly in team meetings across OSPEEC to update staff on projects, progress on projects and gain assistance in fulfillment of project needs and resourcing.
(14) Work with OSPEEC Director and Deputy Director to align project(s) with overall Institute priorities, demand management and workload priority setting, resourcing projects, and team assembly for larger-scaled efforts.

**REQUIREMENTS:** The contractor ideally would have:
(1) Ph.D. in a science related discipline; three (3) years of specialized experience plus a Master’s degree is equivalent to a Ph.D.
(2) Minimum of four (4) years of specialized experience.
(3) Knowledge and understanding of the field of communications and best practices.
(4) Experience in planning and supporting communications activities, with special emphasis on providing guidance in chronic diseases.
(5) Project management skills and ability to set priorities, develop work plans, and monitor progress.
(6) Knowledge and understanding of operational planning for an organization.
(7) Demonstrated ability to prioritize multiple projects, turn around projects quickly, and meet deadlines.
(8) Knowledge of the health and medicine and the ability to translate complex scientific findings into plain language.
(9) Strong communications skills, both oral and written.
(10) Excellent analytical, organizational and time management skills.
