We are currently seeking a **Scientific Program Analyst** to work onsite with the National Institutes of Health in **Bethesda, MD.**

**OVERVIEW.** This is a long-term, open-ended contract position which offers:

**TASKS/SERVICES.** The contractor shall:




+ Provide support to staff on matters relative to the various complex and intricate phases of a wide variety of staff programs and specific missions of the organization; including operational and policy issues that cross-organizational lines and/or which involve external activities.

+ Develop the framework for the department's policies and programs designed to increase efficiency and economy of departments overall functions and operations.

+ Provide advice within subject matter areas, resolving matters of policy interpretation and introducing changes in program requirements and procedures.

+ Provide continuity in long and short-range planning, coordinating, and prioritizing the various staff programs.

+ Tracks programs, projects, and initiatives from the planning stages to the after-action-reports.

+ Assure timely and appropriate corrective actions to resolve identified program deficiencies and deviations.

+ Serve as Point of Contact (POC) with senior officials from external entities such as NIH institutes and centers, Clinical Center departments, and/or public and private sector partners to include contractors and other federal agencies.

+ Maintain liaison with NIH institutes and centers, Clinical Center departments, and public and private sector partners to promote a better understanding and acceptance of the department's mission and objectives and to coordinate total program goals.

+ Present before individuals, groups, and committees.

+ Maintain statistics on process improvement efficiencies to ensure that implemented changes are improving the organization's business posture.

+ Prepare complete technical reports, formal progress reports, monthly status reports, and special technical correspondence and memos.

+ Actively participate in a large project to assess molecular testing needs for the Clinical Center to determine if the Institute will expand services.

+ Manage the development of a new website presence for the Institute.

+ Lead several programs to support the staff education of our mission and boost morale.





**REQUIREMENTS.** The contractor must have:




+ Ph.D. in Biology, Life Sciences or another related discipline. Three (3) years of specialized experience plus a Masters degree is equivalent to a Ph.D. Five (5) years of specialized experience plus a Bachelors degree is equivalent to a Ph.D.

+ Minimum of three (3) years of experience in project management.

+ Knowledge of total operations and broad managerial capability in performing duties, while updated on the latest new policies, procedures, regulations, and directives.

+ Strong communications skills, both oral and written.

+ Excellent analytical, organizational and time management skills.
