We are currently seeking a Scientific Program Analyst to work onsite with the National Institutes of Health in Rockville, MD.

**TASKS.** The contractor shall:

+ Analyze organizational priorities and provide recommendations to support program and/or administrative functions, including the development and implementation of policies and procedures for NIMH.

+ Provide recommendations related to the NIMH clearance of scientific manuscripts, informational booklets, handouts, slide presentations, editorials, commentaries, and other communications produced by Institute staff; identify critical, sensitive, controversial, and other potentially problematic science research policy issues (e.g., misplaced policy statements) and work with NIMH staff on revisions as necessary.

+ Assist staff with answering requests for identifiable records in the possession of NIMH from a broad range of audiences, including scientists, medical professionals, members of academia, the press, the general public, professional and voluntary associations, attorneys, and other government agencies and congressional offices; review and analyze requests and determine whether and where the records in question exist and make recommends on which staff should be involved in the process of assembling and redacting records; coordinate responses and redact materials where appropriate; ensure FOIA requests are handled in a complete and timely manner.

+ Assist with correspondence control services for the Institute by engaging in the review, assignment, and processing of correspondence and action documents on a wide variety of mental health issues; review incoming correspondence to ascertain the core issue and, based on thorough knowledge of the information and expertise of Institute staff, ensure that incoming correspondence is assigned to the appropriate division/office official for reply and that a suitable due date is established.

+ Assist in the preparation of responses for the signature of Institute or higher-level officials; compose responses to a wide range of inquiries on issues and topics related to the Institute's mission; ensure that all correspondence prepared by Institute staff conforms to accepted standards for style, content, and format.

+ Facilitate coordination and preparation of official NIMH responses to requests for information from NIH, HHS agencies, and other NIMH stakeholders; work with NIMH program staff and OSPPC staff as needed to ensure responses are consistent across various mediums of information sharing managed by OSPPC.

+ Work with program staff and other OSPPC staff to update the content and organization of the pages on the NIMH website; ensure that the information is consistent in style and format with similar web pages; respond in an efficient manner to staff requests for content updates.

+ Gain and use functional knowledge of the Institute's automated correspondence control system and work with other staff to develop procedures that will allow for more effective organization, storage, and retrieval of correspondence files and improved monitoring of the status of correspondence.

+ Ensure Institute compliance with procedural requirements of the correspondence system while ensuring the quality and appropriateness of material processed; ensure that standards for all controlled correspondence conform to guidelines established in Federal Government manuals, such as the Government Printing Office Style Manual and the NIH Correspondence Handbook.

**REQUIREMENTS.** The contractor must have:

+ Masters degree in Biology, Life Sciences or other related discipline. Three (3) years of specialized experience plus a BA/BS degree is equivalent to a Masters degree.

+ Minimum two (2) years of experience in Biology or a related field.

+ Expertise in Microsoft Office Suite (MS Word, Excel, Outlook, Access, PowerPoint).

+ Strong written and oral communications skills.

+ Excellent analytical, organizational, project management, and time management skills.

+ Strong interpersonal skills to be able to interact effectively with NIMH staff and leadership.
