We are currently seeking a **Scientific Program Communications Advisor** to work onsite with the National Institutes of Health in **Rockville, MD** .

TASKS. The contractor shall:




+ Provide comprehensive, technologically supported, and integrated communications capabilities to support the mission and strategic plans of the Environmental Influences on Child Health Outcomes (ECHO) Program.

+ Provide recommendations to ECHO office staff and staff of ECHO-wide components for developing and implementing best-practice communications strategies for ECHO.

+ Collaborate with communications with staff at the two key ECHO components: the Coordinating Center (CC) for the Cohorts and the Data Coordinating Centers (DCoC) for the IDeA States Pediatric Clinical Trials Network.

+ Inspect and evaluate communications work products (including reports and drafts) delivered by the CC and DCoC; make recommendations regarding their acceptability to meet the needs of the ECHO program and reflect the ECHO Senior Leaderships vision.

+ Enhance ECHO web content and review for accuracy and relevancy of posted content and new web updates; periodically review web site and make recommendations for improved user experience and information architecture.

+ Research and develop a variety of materials as background information to be used in preparing written and oral communication documents by staff.

+ Participate in the implementation, maintenance, enhancement and coordination of online systems and website(s).

+ Oversee the identification and production of informational materials for ECHO website(s); monitor the site(s) to ensure that posted information is accurate and timely and works within agency structure to clear materials for website(s).

+ Maintain contacts and working relationships with persons in professional and advocacy organizations, private industry and voluntary agencies to facilitate the nationwide dissemination of information and to gather information needed for the development of information materials and programs.

+ Provide advice and support for critical internal and organizational communications.

+ Collaborate with ECHO senior leadership on the continuity of operations and internal communication challenges.

+ Maintain working knowledge of new social and digital channels to pursue new opportunities for advancing the ECHO mission; author and post content to these channels and moderate comments/discussion.

+ Design, produce and evaluate information materials to reach national and international audiences through the media and through intermediaries such as voluntary agencies and health professionals; disseminate this material to relevant audiences.

+ Coordinate and facilitate events, including exhibits, press conferences, media availabilities, public relations events, video or audio recordings, speeches and symposia.

+ Prepare and disseminate presentations, talking points, statements, press releases, reports, articles, speeches and other materials

+ Research, fact-check, edit, author and disseminate statements, press releases, reports, articles, speeches and other materials involving ECHO program office activities.

+ Respond to public inquiries in consultation with Chief of Staff and other staff.

+ Respond to communications crisis situations in consultation with staff; handle media relations, draft NIH statements and coach executives for response.

+ Provide advice and support for critical internal and organizational communications.

+ Collaborate with ECHO senior leaders on the continuity of operations and internal communication challenges.





REQUIREMENTS. The contractor must have:




+ Masters degree in a related field; three (3) years of specialized experience plus a Bachelors degree is equivalent to a Masters degree.

+ Minimum of eleven (11) years of experience functioning in a management capacity in a specialized field.

+ Extensive knowledge of web and social media platforms, with fluency in mobile technology.

+ Experience in media relations, either as a public relations professional or a journalist.

+ Experience in developing strategic communications plans and communications program evaluation.

+ Experience using a multiple software programs, platforms and tools required for the work environment, including MS Office Suite, Adobe, Acrobat Pro, SharePoint and GoToMeeting.

+ Strong communications skills, both oral and written.

+ Excellent analytical, organizational and time management skills.
