We are seeking an individual to work as a Scientific Program Manager (Mental Health Services & Intervention Research) at the National Institutes of Health in Rockville, MD.

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

(1) Serve as project manager under the Division of Services and Intervention Research (DSIR) within the National Institute of Mental Health (NIMH)

(2) Monitor projects within DSIR; provide progress reports, analyses and deadline management in the areas of portfolio analysis, grants monitoring, program checklists

(3) Conduct analyses of NIH and NIMH grant portfolios, retrieve data related to the review, funding, and administration of extramural grants from NIH and NIMH grants databases; analyze data using Excel, Access, or other data analysis tools; prepare summaries and presentation materials (tables, graphs, narrative reports, PowerPoint presentations)

(4) Collaborate with staff to conduct scientific literature searches and targeted portfolio analyses of NIH studies and NIMH grant portfolios: retrieve data from PubMed and other literature search platforms and from NIH grants databases

(5) Assemble information and prepare responses to various requests for information: collect and analyze information from relevant sources, such as literature reviews, NIH databases, and; prepare briefing documents and presentation materials

(6) Conduct management and administrative analyses; evaluate DSIRs internal procedures, policies, processes; identify updates and new systems that can be implemented to improve efficiency; develop new and updated SOPs to document internal procedures

(7) Monitor and track potentially fundable projects, establish the draft pay plan, monitor the Divisions cumulative funding balance, coordinate with Program Staff to track proposed funding levels for to-be-awarded projects, coordinate with Grants Management and the Budget Office to establish the official pay plan

(8) Provide project management for DSIR initiatives: track action items, tasks and progress; provide deadline reminders to Program staff; maintain spreadsheets of relevant information

(9) Initiate and track the status of cross-agency collaborations: work with staff on the preparation, submission and monitoring of Memoranda of Understanding and Interagency Agreements

(10) Develop and maintain procedures and systems for monitoring Program Staff outreach and communication with applicants and grantees including outreach through targeted funding announcements, presentations at conferences and meetings, and follow-up communication with applicants

REQUIREMENTS. The contractor ideally would have:

(1) Masters degree or Ph.D. in a scientific discipline and work/research experience related to the field of mental health

(2) Minimum of two (2) years of related experience.

(3) Data management skills and experience related to retrieving, analyzing, and summarizing data from administrative and other databases
