**Scientific Program Manager** -NIH- Bethesda, MD

We are seeking an individual to work as a Biologist at the National Institutes of Health in Bethesda, MD.

This is a long-term contract position which offers:

**TASKS/SERVICES** . The contractor shall:

1. Work with elements of the NIGMS Division Training, Workforce Development, and Diversity (TWD) to obtain a thorough understanding of efforts to enhance the diversity of and inclusivity within the biomedical research workforce, specifically efforts within initiatives such as the Diversity Program Consortium (DPC) and its components, goals, objectives, and consortium and site-level program expectations and milestones; the Building Infrastructure Leading to Diversity (BUILD) sites; the National Research Mentoring Network Consortium (NRMN); the Coordination and Evaluation Center (CEC); and other awardees such as those related to the DPC Dissemination and Translation Awards (DPC DaTA).

2. Review relevant NIH reports (e.g., Research Performance Project Reports, 6-month interim reports, site visit reports, etc.) to evaluate progress toward DPC, consortium, and/or site-level program goals and objectives. Reviews will include, but are not limited to, gathering data from report text and data tables to gauge a sites progress toward intermediate and long-term goals at all levels of intervention (e.g., student, faculty, institution levels).

3. Monitor site experimental activities, including analyzing and mapping specific activity metrics to the DPC-developed Hallmarks of Success.

4. Track research pilot projects and monitor project outcomes such as external funding submission, resubmissions, and associated awards.

5. Monitor training and mentoring interventions, activities, and efforts expected to be sustained and/or institutionalized as part of the DPC.

6. Document any missing, unclear, incorrect, information and/or documentation; identify opportunities to improve data collection, analysis, and general operations.

7. Document both common areas of concern and areas of successes that may be raised for the NIH Diversity Program Consortiums consideration and annual meeting dialogues.

8. Attend local NIH Diversity Program Consortium leadership meetings and/or provide a summary of key analytical discussion points, action items, next steps, etc.

9. Provide technical analytical advice to TWD staff regarding the execution of day-to-day analytical functions, including any data required for the successful planning and implementation of projects, setting of priorities, managing and prioritizing analytical tasks, and using data to monitor project status, review deliverables and provide status updates.

10. Develop and facilitate various reporting needs unique to the organization; utilize a wide range of computer-based software, including Excel and NIH IMPACII databases, to successfully accomplish, document, and communicate the results of specific analytical tasks.

11. Conduct research, prepare statistical reports, manage information requests related to data and analysis; develop periodic and special reports and procedures to strengthen data collection, analysis, and dissemination; search records and files, background materials and precedent references.

12. Work with various NIGMS staff on gathering and analyzing data to respond to frequent data requests from Congress, NIGMS and NIH leadership (e.g., the Chief Officer of Scientific Workforce Diversity, the Deputy Director, and the Director of NIH), and external expert committees such as the Advisory Council to the Director Working Group on Diversity and/or the Diversity Program Consortium Subcommittee.

13. Obtain information and data for the TWD Division staff; review and summarize materials and data; conduct data entry and secure file maintenance; edit and/or prepare text, data and charts.

**REQUIREMENTS** . The contractor must have:

1. Ph.D. in a science-related discipline; Three (3) years of specialized experience plus a Masters degree is equivalent to a Ph.D. Five (5) years of specialized experience plus a Bachelors degree is equivalent to a Ph.D.

2. Minimum of one (1) year of related experience.

3. Working knowledge of NIH funding mechanisms that support biomedical research, in particular training, and the cooperative agreement mechanism.

4. Experience with independently performing administration duties requiring tracking, review and analysis.

5. Ability to review detailed reports and analyses.

6. Experience with data entry and secure data management.

7. Experience working with statistical programs and tools.

8. Experience with Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint, Data-bases).

9. Experience with large databases; ability to use NIH data systems such as QVR and IM-PACII (or a quick learner).

10. Strong communication skills, both oral and written.

11. Ability to multi-task with great attention to detail.

12. Ability to respond quickly to requests for data.

13. Excellent analytical, organizational and time management skills.
