We are seeking an experienced individual to work as a Scientific Research Analyst at the National Institutes of Health in Bethesda, MD.

This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

+ Work with members of the Division of Research Capacity Building (DRCB) to develop a thorough understanding of the Divisions programs, goals, and objectives.

+ Collect, analyze, and evaluate operational data from various DRCB programs and initiatives, such as the Institutional Development Award (IDeA), Native American Research Centers for Health (NARCH), Science Education Partnership Awards (SEPA), and Support Research Excellence (SuRE).

+ Perform qualitative, quantitative, and/or semi-quantitative/semi-qualitative analyses of programmatic data sourced or stemming from multiple sources such as grant applications, progress reports, IMPACII /QVR, and the Scientific Information Reporting System (SIRS); interpret and communicate the results of such analyses orally and in writing to multiple audiences as assigned.

+ Synthesize comprehensive data presentations and reports (e.g., analysis of programmatic impact, financial outlays, expenditures, returns-on-investment, scientific or programmatic overlap. etc.) for the purposes of reporting to and/or communicating within NIGMS, other NIH Institutes and Centers, DHHS, other Federal Agencies, Congress and/or other stakeholders.

+ Examine and analyze collected data to identify and document areas of positive programmatic impact, return-on-investment, and areas of opportunity for potential enhancement of programmatic and/or DRCB operations.

+ Develop recommendations to strengthen the scope, integrity, and reproducibility of data collection, analysis, visualization (e.g., dashboarding), and communication strategies at both program and division levels; develop quantification strategies and methodologies to more effectively understand and document the scientific achievements and impact(s) of DRCB programs including, but not restricted to, IDeA, NARCH, SuRE, and SEPA awards from and to states, institutions, and individual investigators.

+ Work with staff from across NIGMS - including specific staff from the Division of Data Integration, Modeling, and Analytics (DIMA) - to obtain, validate, correct, and/or update data and other information necessary for optimal DRCB programmatic operations.

+ Contribute to the collection, analysis, validation, visualization, and audience-specific DRCB communication of data contained and presented in various reporting materials such as that used for various NIGMS or NIH meetings, Congressional hearings and Congressional budget justifications, requested briefings from Congress, responses to Questions For the Record (QFR) regarding significant issues and/or special topics; ensure the integrity and reproducibility of any data reported.

+ Coordinate DRCBs curation and validation of any data necessary to sufficiently and accurately respond in a timely and robust fashion to data calls from the NIH (e.g., COVID-19 related project data), DHHS, other Federal Agencies, Congress, and/or other stakeholders.

+ Collaborate with NIGMS staff to develop program-specific data collection and analytic tools, strategies, and methodologies that meet the needs of IDeA, NARCH, SuRE, SEPA, DRCB, and DIMA.

REQUIREMENTS. The contractor must have:

+ Ph.D. in Biology, Life Sciences Biology, Health Sciences, Public Health or Health Policy, Analytics, Statistics, Mathematics, or a related discipline. Three (3) years of specialized experience plus a Masters degree is equivalent to a Ph.D. Five (5) years of specialized experience plus a Bachelors degree is equivalent to a Ph.D.

+ Minimum of one (1) years of specialized experience in a related field.

+ Working knowledge of NIH funding mechanisms that support biomedical research and capacity building or equivalent thorough knowledge and understanding of federal discretionary grants management policies and procedures.

+ Working knowledge and skill of/with IT programs such as Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint) and various data visualization software such as Tableau; familiarity with programming language such as R is helpful but not required.

+ Experience with large databases; ability to use NIH data systems such as QVR and IMPACII (or a quick learner).

+ Experience with independently performing duties requiring tracking, review and analysis.

+ Ability to review detailed reports and analyses.

+ Experience with data entry and secure data management.
