We are currently seeking an **Scientific Reviewer** to work onsite with the National Institutes of Health in **Bethesda, MD** .

TASKS. The contractor shall:

+ Maintain internal tacking tools for receipt dates and timelines of ongoing expedited COVID initiatives that integrate with the standing peer review activities and by type and FOA of COVID applications received for admin and competitive (non-admin) review.

+ Help manage (and adjust) review assignments on an ongoing basis

+ Manage the additional actions and requests related to COVID-impacted activities such as late application submissions, acceptance of post-submission materials for projects unrelated to the COVID

+ Assist with identification of additional sources of expertise required for COVID-related evaluation of applications

+ Implement administrative flexibilities, for example, by managing the process of splitting special emphasis panels, if needed

+ Collaborate with staff on the preparation and evaluation (pre-publication) of Funding Opportunity Announcements (FOAs) and Requests for Proposals (RFPs) to ensure internal consistency and adherence to both NIH policy and NCATS programmatic requirements.

+ Review research grant applications and contract proposals.; perform administrative review of grant applications.

+ Work with staff to identify and coordinate the participation of reviewers for applications and contract proposals received by the Office of Scientific Review (OSR).

+ Prepare outlines of applications and contract proposals.

+ Identify and select reviewers by matching the expertise of the reviewer with the specific science contained in the research grant applications and contract proposals.

+ Assess reviewers and their institutions against applications for potential conflicts of interest.

+ Schedule review meetings; prepare materials for reviewers.

+ Ensure high quality reviews and documentation of grant applications and contract proposals.

+ Work with staff on the entry of reviewer data into the Committee Management System in order to prepare peer review rosters.

+ Interact with and coordinate the review activities with appropriate OSR staff, including review meeting materials preparation.

+ Subsequent to the reviews, evaluate incoming reviews for completeness and accuracy.

+ Ensure that summary statements and technical evaluation reports are compiled and edited to produce high quality documents.

+ Provide recommendations for follow up by the Scientific Review Officer and staff.

REQUIREMENTS. The contractor must have:

+ Ph.D. in in a related discipline.

+ Minimum of three (3) years of related experience.

+ Service as a Health Scientist Administrator or as a funded Principal Investigator.

+ Ability to utilize scientific keywords and identify potential conflicts of interest.

+ Expertise in Microsoft Office Suite (MS Word, Excel, Outlook).

+ Strong communications skills, both oral and written.

+ Excellent analytical, organizational and time management skills.
