**Description** :

Reporting to the Senior Manager - Indigenous Relations (IR), US, this position is responsible for implementing the Native American Relations Policy, IR Strategy and corporate strategies relating to Indigenous Relations Engagement, Indigenous Relations Business Engagement, and access to land.

This position requires a working knowledge of the federal and state regulatory processes and consultation guidelines coupled with a demonstrated ability to work effectively with Tribal communities and businesses. The candidate requires a working knowledge and experience in technical procurement/supply chain.

The Engagement Lead will primarily be responsible for working with Tribal Nations and organizations in Montana and North Dakota, with potential support in South Dakota.

**Responsibilities**

Support delivery of Indigenous Relations Engagement and Indigenous Relations Business Engagement;

Prepare and /or contribute to development and implementation of Tribal engagement strategies and engagement plans;

Organize, lead and, or participate in meetings with Tribal Leadership and community members to share project information, identify issues and concerns, and develop appropriate mitigations;

Provide subject matter guidance to the project team/Regional Operations working in, or near, Tribal ancestral homelands or communities;

Identify local Indigenous community/business capacity to participate and match that with business needs while working collaboratively with the project team/Regional Operations and colleagues;

Prepare records of engagement with Tribal communities;

Support development of cost and schedule forecasts for area of responsibility;

Support contractor performance related to Tribal participation, in collaboration with project team/Regional Operations, as required;

Support ongoing development and maintenance of Indigenous vendor database for use on current and upcoming projects/Operations and Maintenance activities;

Support the development and updating of communication materials for Indigenous communities and contractors related to Indigenous Relations Engagement and Business Engagement;

Build collaborative working relationships with Tribal communities; and other duties as required.

**Qualifications and Education** :
· Understand the Legal landscape in the United States as it relates to the rights of Native American Tribes and peoples;
· Knowledge of federal and state regulatory processes and consultation guidelines;
· Experience engaging with Indigenous groups and working with leadership, technicians and community members to identify and resolve complex issues;
· Demonstrated ability to work with Indigenous groups to identify opportunities to support community investment and capacity building;
· Experience developing principled reciprocal business relationships;
· Strong interpersonal, problem solving and communication skills;
· Proven team player with the ability to work effectively in cross-functional teams;
· Demonstrated ability to prioritize and execute on assigned tasks;
· Proven ability to work at a distance from the management team; and
· Desktop application skills and knowledge.
· Post-secondary degree in Public Relations, Political Science, Communications or related discipline;
· Minimum 8 years of relevant industry experience, including:
. Field or construction experience
. Experience engaging with Tribal communities;
. Experience supporting large scale/infrastructure procurement processes and associated contracts;
. Experience supporting projects within a formal Project Management environment will be considered an asset; and
. Experience writing regulatory submissions, responding to inquiries from regulators, will be considered an asset.
. An equivalent combination of education and experience.
