We are seeking an individual to work as a Senior Science and Health Legislative Affairs Program Manager at the National Institutes of Health in Bethesda, MD.


This is a long-term contract position which offers:

TASKS/SERVICES. The contractor shall:

(1) Assess alignment of policymakers interests with the NHLBI mission and priorities in order to help develop strategies/opportunities to educate/inform policymakers on relevant NHLBI scientific, education, and outreach efforts such that evidence can guide the development of policy.

(2) Collect, research, and perform analyses of data and information from Congressional reports and outputs from Congressional officials and groups (caucuses) as well as from stakeholder organizations such as patient advocacy groups or scientific/medical societies.

(3) Track, monitor and independently evolve concise analysis on proposed legislation, and enacted public laws, of interest to the NHLBI, highlighting areas of potential concern, significance, or relevance to the NHLBI mission;

(4) Serve as point of contact and coordinator for inquiries or briefing requests from Congress, Congressional visits to the NHLBI, or other NHLBI meetings and briefings with legislators, and capturing the account of such through routine reporting processes.

(5) Develop responses to inquiries that come to NHLBI from legislators or other interested parties concerning NHLBIs research portfolio and related operations and policies, in consultation with scientific staff and leveraging SPOR expertise and resources.

(6) Prepare materials (e.g., digital content, hard copy take-aways, social media messages, data visualizations) to inform and educate policymakers, patients, and other stakeholders about NHLBI investments and priorities in heart, lung, blood, and sleep research.

(7) Write and edit technical reports and talking points that support leaderships public messaging on research programs and priorities; update information on public-facing website aimed at policy and legislative connections

(8) Engage Congressional offices through social media, when needed, so that they can provide research or health-related information to their constituencies.

(9) Support outreach and engagement between NHLBI and NIH leadership and Congressional officials and other policymakers.

(10) Assist in preparation of background information and materials for meetings involving the NHLBI Director and leadership with patient advocacy organizations and scientific/medical societies as well as at Congressional hearings or stakeholder meetings

(11) Track upcoming Congressional hearings and briefings of interest to the NHLBI, researching the goals and agenda, as necessary; Attend hearings, and upon request, providing written summaries and detailed analyses of hearings/briefings, to be shared with NHLBI leadership and program staff;

(12) Explore and build a strategy for evolving new stakeholder and Congressional relationships in addition to building trust through the sustaining of commitments with those the institute has existing relationships.


REQUIREMENTS. The contractor must have:

(1) M.D. or Ph.D. preferably in a health-related field or other science related field. Three (3) years of specialized experience plus a Masters degree is equivalent to a Ph.D.

(2) Minimum of nine (9) years of specialized experience in a science policy position, or minimum of six (6) years of specialized experience in science, medicine, or health.

(3) Experience working on policy or legislative matters or conducting activities for/with policymakers on Capitol Hill

(4) Demonstrated experience in writing including the conveyance of scientific or medical information.

(5) Capacity for analyzing information/data and performing syntheses or outputs from such

(6) Knowledge of legislative and federal appropriations processes

(7) Broad knowledge of the full range of public policy issues affecting federal programs in science, education, and health.
