**Kelly Services** is currently looking for an experienced **Supply Chain Specialist Buyer** in **Morgan Hill, CA** . The Supply Chain Specialist is responsible for the procurement of a wide variety of commodities, materials, supplies, equipment, and services, many of which are highly technical and require the application of complex procurement standards and procedures, including negotiation. The Supply Chain Specialist prepares detailed bid specifications, requests for quotations for commodities and services, requests for proposals for commodities and services, and purchase orders.

**Pay Rate** : $55K - $70K+ (depends on experience)

**Employment Type** : Full-Time / Direct Hire (NOT TEMP)


**Summary:**

The Supply Chain Specialist employs advanced critical thinking and writing skills in the development and evaluation of the more complex requests for proposals for commodities and services. The Supply Chain Specialist identifies varied sources of commodities and services, evaluates bids, awards contracts and purchase orders, develops standards for new products or services, maintains contact with vendors, and maintains comprehensive descriptions of available products and current prices. The Supply Chain Specialist expedites the ordering and delivery process for commodities or services through the use of automated procurement systems, and assures invoice payment by monitoring the process from initiation of a purchase order through the receipt of the goods or services and billing from the vendor or supplier.


**KEY DUTIES AND RESPONSIBILITIES** include the following. Other duties may be assigned.


+ Manage the sourcing and purchasing of materials, sub-assemblies, supplies, equipment and services at the most favorable cost and at terms consistent with providing superior service to customers via MRP analysis and reports

+ Identify and select vendors to procure materials and/or equipment etc. to meet criteria of price, quality, quantity, availability, and delivery dates and place orders.

+ Perform accurate and timely execution of incoming request while maintaining high Quality and Customer Service standards.

+ Verify data accuracy (parts numbers, BOMs, MOQ, lead time, standard costs etc.) in MRP; report problems to appropriate parties

+ Monitor aged inventory and provide weekly reports and data analysis to reduce excess inventory

+ Provide suggestions to improve supply chain, solve shortage issue and strengthen supplier relationships

+ Analyze departmental purchase requisitions for completeness and accuracy of information. Contact department or initiator to clarify and complete information. Determine method needed to process requisition.

+ Perform supplier audits, suppliers selection and ongoing rating

+ Monitor and maintain records regarding pricing, lead time and ordering of materials

+ Control MOQ (minimum order quantity), freight and handling costs

+ Monitor, analyze and report material variances to standard cost.

+ Prepare KPI analysis and update monthly reports to improve supplier performance

+ Interpret and communicate purchasing procedures and policies to departments, vendors and staff


**QUALIFICATIONS**


+ **Education** : BA/BS in related field, and/or 5+ years of equivalent work experience (Semiconductor Manufacturing a plus)

+ **Experience** : At least five years of experience is required in procurement, preferably contract manufacturing, with specific experience in the preparation of highly technical and/or complex solicitation documents for the procurement of commodities and services and in using automated procurement systems and/or processes; certification as a Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (C.P.M.), can be substituted for two of the five years of experience. Certification by a recognized professional organization is preferred, including: Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (C.P.M.), and/or APICS certification.

+ Purchasing experience in contract manufacturing industry, with emphasis in environment of cable, harness, and/or electromechanical assemblies which includes mechanical, electronic components.


**Skills:**


+ Strong verbal and written communication skills as well as excellent interpersonal skills are required.

+ Administrative skills are required.

+ Computer literacy is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required.

+ Strong knowledge of MRP (e.g. Syspro A PLUS); competencies in using/configuring system

+ Proficient in MS Office with strong EXCEL skills.

+ Operate as a collaborative team member and function with minimum supervision

+ Thrive in demanding, deadline driven culture

+ Ability to multi-task, pay attention to detail ad prioritize/manage multiple projects simultaneously

+ Excellent organizational skill and written/verbal communication skills
