Hybrid role (2 days in the office, 3 days remote)

Salary - $95,000 _Tax Compliance Manager_


Reporting to and collaborating with the Executive Associate Comptroller Corporate Tax, Compliance, & Payroll to effectively incorporate the Tax Strategies and Risk Assessment Compliance Program within system operations and external department programs throughout the University of Pennsylvania.


The Tax Compliance Manager is responsible for identifying and assessing areas of compliance risk; communicating the importance of the Tax Strategies and Risk Assessment Compliance program; developing and communicating principles and policies which are the basis of the compliance program; developing and implementing education programs addressing compliance; and implementing internal reporting processes.


The position requires strong leadership, high integrity, a deep understanding of accounting standards and tax regulations, and the ability to represent the institution on many levels and on multiple project teams. The Tax Compliance Manager plays a critical role in establishing best practices that support the Universitys education and research mission while also ensuring compliance with local, state, and federal regulations.


Key Accountabilities and Responsibilities


+ Develop educational programs for all employees, contractors, or others working with the organization

+ Ensuring that the compliance program effectively prevents and/or detects violations of laws, regulations, or organization policies

+ Work with department, school, and center stakeholders to implement and monitor a fully-defined Worker Classification compliance program

+ Regularly review the compliance program and recommend appropriate revisions and modifications, including advising administrative leadership of potential compliance risk areas

+ Develop procedures with the Office of Audit, Compliance and Privacy (OACP, our internal audit group) as well as external audits for follow-up and, as applicable, resolution to investigations and other issues detected through audits, including development of corrective action plans, as needed

+ Train OACP personnel to effectively audit schools and centers in areas of tax compliance, including, but not limited to, worker classification

+ Act as liaison between Corporate Tax, Compliance and Payroll and OACP on all audit findings related to these areas

+ Development of periodic reports to Executive Associate Comptroller on the compliance program

+ Development of a dashboard or other metrics on school and center compliance with regulations and policies

+ Working with administrative leadership to provide adequate information to staff to ensure that they have the requisite information and knowledge of tax, regulatory issues, and requirements to carry out their responsibilities in a compliant and ethical manner


**Qualifications and Job Requirements**


+ Bachelors Degree in Business, Accounting, or related field

+ 5-7 years of Payroll, Payroll Tax, and Corporate Tax experience preferred.

+ Knowledge and experience with Department of Labor regulations on federal and state levels a plus

+ Proficient at MS Office (especially Excel)

+ Demonstrated proficiency with Workday preferred

+ Multi-State payroll tax experience preferred

+ Working knowledge of generally accepted accounting principles, practices, and procedures

+ A proven track record of working across an institution to solve problems and advance the institutions goals

+ Strong analytical skills; well organized

+ Exceptional personal qualities; integrity and the highest ethical standards

+ Excellent Communication Skills
